SPECIAL SESSION - THURSDAY

The City Council of the City of Stephenville, Texas, met in
Special Session, Thursday, August 27, 1981, at 3:00 p.m. with Mayor
Joe F. Cummings present and presiding.

Mayor Cummings called the meeting to order and declared a quorum
Mayor Cummings explained that the purpose of this meeting was to
hold a public hearing to consider adoption of the proposed budget for the
fiscal year 1981-1982.
Mayor Cummings asked City Administrator Kurt Ackermann for comments
on the proposed budget.
Mr. Ackermann explained that the proposed total budget of $3,306,939
included salary adjustments of 121,%, four additional personnel and several
user fee increases as was discussed in the budget workshops.
Mayor Cummings opened public hearing on the proposed budget. There
being no one present and desiring to be heard, Mayor Cummings closed the
public hearing.
Councilman Anderson moved passage of an ordinance approving the
budget for the fiscal year 1981-1982 as submitted. Councilman Riggins made
the second. The motion carried by the following vote:
AYES: Councilmen Swindle, Brede, Riggins, Anderson and Mayor
Cummings.
NAYS: None
ABSENT: Councilmen Irwin, Ferguson, Hammett and Clayton.
AN ORDINANCE APPROVING THE BUDGET SUBMITTED BY THE CITY ADMIN-
ISTRATOR OF THE CITY OF STEPHENVILLE FOR THE FISCAL YEAR OCTOBER
1ST, 1981 TO SEPTEMBER 30TH, 9182.
Councilman Brede moved passage of an ordinance levying advalorem
taxes on both real and personal property in the City for the year 1981.
Councilman Anderson made the second. The motion carried by the following
vote:
AYES: Councilmen Swindle, Brede, Riggins, Anderson and Mayor
Cummings.
NAYS: None
ABSENT: Councilmen Irwin, Ferguson, Hammett and Clayton.
AN ORDINANCE LEVYING TAXES ON BOTH REAL AND PERSONAL PROPERTY IN
THE CITY OF STEPHENVILLE FOR THE YEAR 1981; PROVIDING FOR OC-
CUPATION TAXES ON EVERY PERSON, FIRM OR CORPORATION PURSUING
ANY OCCUPATION, PROFESSION OR BUSINESS IN THE CITY OF STEPHENVILLE.
There was an executive session to consider contemplated
litigation, with no action taken.
There being no further business, Mayor Cummings adjourned the
meeting at 4:30 p.m.

AN ORDINANCE
Approving the budget submitted by the City Administrator of
the City of Stephenville for the fiscal year October lst,1981
to September 30th, 1982.
BE IT ORDAINED BY.THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
SECTION 1: That the budget prepared by the City Admini-
strator of Stephenville for the City of Stephenville for the
year commencing October 1st, 1981, through and including Sept-
ember 30th, 1982, is hereby approved and ordered filed with
the City Secretary of the City of Stephenville.
SECTION 2: The City Secretary is hereby ordered to file
a copy of said budget with the Comptroller of Public ACCOUtS,
Austin , Texas.

AN ORDINANCE
Levying Advalorem Taxes on both real and personal property
in the City of Stephenville for the year;:1981; providing
for occupation taxes on every person, firm or corporation
pursuing any occupation, profession or business in the City
of Stephenville.
BE IT ORDAINED, By the City Council of the City of
Stephenville: That the direct and advalorem municipal taxes
by, and the same are hereby levied for the calendar year,
1981 upon the $100.00 valuation of all property both real
and personal, in the _City of Stephenville,.subject to tax-
ation for the said year under the constitution of Stephenville
adopted on the 4th day of April, 1961, for the purpose and at
the rate hereinafter specified.
SECTION 1: That a total tax of $.51 shall be levied on each
$100.00 valuation of all taxable property, both real and per-
sonal, located in the City of Stephenville and appearing on
the assessment rolls for the year 1981 at 100% of value.
SECTION 2: That $.51 of the above total tax is hereby speci-
fically levied for current expenses and general municipal
purposes of the City of Stephenville; that none of the above
tax is levied for payment of the principal and interest on,
and services on the outstanding bonded indebtedness of the
City of Stephenville.
BE IT FURTHER ORDAINED by the City, Council of the City of
Stephenville, that there is hereby levied, and there shall be .:
:collected from every person, firm or corporation pursuing any
occupaiton, profession or business in the City of Stephenville
which is taxable by law, the full amount of occupation taxes
and the charter of the City of Stephenville.
PASSED AND APPROVED this the 27th day of August, 1981.
