The City Council of the City of Stephenville, Texas, met in Special
Session Monday, March 16, 1981 at 3:00 p.m. with Mayor Pro Tem Mike Leese
present and presiding.

Mayor Pro Tem Mike Leese called the meeting to order and declared
a quorum present.
ITEM I:
OF AN ORDINANCE AUTHORIZING THE
Mayor Pro Tem Leese explained that the purpose of this meeting is
to consider passage of an ordinance authorizing the issuance and sale
of $550,000 City of Stephenville, Texas, Revenue Bonds for the purpose
of constructing improvements to the Sewer System and Treatment Facilities.
Also to open and consider bids for sale of said bonds.
The bids were opened and read. The two best bids were:
1. Rauscher Pierce Refsness, Inc .-----------------8.9080% interest
Dallas, Texas
2. Farmers First National Bank -------------------- 9% interest
Stephenville, Texas
While Mr. Gray was tabulating the bids, the City Secretary read the
entire ordinance to the Council. (ordinance attached to and becoming a
part of these minutes.)
After tabulation of the bids, Mr. Gray recommended acceptance of
the Rauscher Pierce and Refsnes, Inc. bid at 8.9080 % interest.
After discussion, Councilman Irwin moved, seconded by Councilman
Clayton, that the bid be awarded to Rauscher Pierce Refsnes, Inc, for
$550,000 City of Stephenville,Texas, Waterworks' and Sewer System
Revenue Bonds, Series 1981, dated April 1, 1931 at 8.9080% interest.
Motion carried unanimously.
EXECUTIVE SESSION
Mayor Pro Tem Leese called an executive session as provided in
Article 6252-17, Vernon's Texas Civil Statutes, Section 2 (g), re-
garding personnel.
The City Council reconvened in Open Session at 4:20 p.m.
Councilman Hammett moved, seconded by Councilman Irwin, that
the City Council approve a Resolution authorizing a grant application
to the Criminal Justice Division through the Council of Governments.
Motion carried unanimously.
There being no other business to come before the Council, the
meeting adjourned at 4:30 p.m.
