MINUTES OF THE CITY COUNCIL
OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON
TUESDAY, DECEMBER 21, 1982 - 1:00 P.M.
A Special Session of the City Council of the City of Stephenville
was called to order by the Mayor with the following members present:
Mayor Joe F. Cummings Councilman E. W. Ferguson
Councilman John E. Pollan Councilman Ray Reynolds
Councilman William G. Brede Councilman David Clayton
Councilman Charles Riggins
and with the following members absent: Councilmen G. A. Swindle and
Councilman Raymond Anderson.
City Administrator Kurt J. Ackermann, City Secretary Joyce Pemberton,
City Attorney Joseph Chandler, Director of Finance Charlene Young, Director
of Public Works R. Y. Gann, and Mr. Jim Bachus, Chief Appraiser of the
Erath Central Appraisal District, were also present.
ITEM I: CONSIDER PROPOSED TAX RATE FOR FISCAL YEAR 1983.
The Mayor and Council discussed the different tax rates needed to
generate the required revenue based on several different amounts of
exemptions for persons 65 years;-of age and over as provided in a chart
from the Director of Finance. The discussion also included the T- hangars
to be constructed at the airport which were not included in the 1982 -83
budget.
After discussion, Councilman Pollan moved to propose a tax rate of
26.38o,/$100 assessed value (a 10.19% increase) and to maintain the $9,000.
tax exemption for persons 65 years of age and over. Councilman Reynolds
seconded the motion. The motion carried by the following vote:
AYES: Mayor Cummings, Councilmen Pollan, Reynolds, Brede, Riggins,
Ferguson, and Clayton.
NOES; None
ABSENT; Councilmen Swindle and Anderson.
Mayor Cummings commented that the Street Department is to be reim-
bursed approximately $24,000 for material, labor, and machinery used at
the airport..
Mayor Cummings, with the consent of the Council, set Tuesday,
January 4, 1983 at 7:00 p.m, in Council Chambers at City Hall, 354 N.
Belknap St,, Stephenville, Texas as the date, time, and place for a
public hearing to consider the aboveiproposed tax rate for FY'83.

RESUL
Councilman Brede advised the Mayor and Council that inquiries have
been made regarding the construction of a Long John Silver's restuarant
at the corner of Mary Street and W. Washington. It was his opinion that
Mary Street is too narrow to carry the increase in traffic that said
restuarant would create and that the city might need to purchase some
right-of-way there in order to widen Mary Street.
City Attorney Chandler suggested that the Long John Silver represent-
ative be contacted to see if they would dedicate 15 feet to the city for
this purpose as it would be to their benefit.

The Mayor and Council also discussed the gasoline pumps at the
Snappy Food Mart, 1105 W. Long, as they set so far out that they might
be on property dedicated for a city street.
After discussion, Mayor Cummings directed that the metes and bounds
be checked to determine if the above mentioned gasoline pumps are on pro-
perty dedicated for a city street. Also to contact the Long John Silver
representative to see if they would be willing to dedicate 15 feet to the
city for the widening of Mary Street.
There being no other business, the meeting adjourned at 2:00 p.m.
