MINUTES OF THE CITY COUNCIL
OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON
THURSDAY, AUGUST 19, 1982 - 3:00 P.M.
A special session of the City Council of the City of Stephenville,
Texas, was called to order by the Mayor Pro Tem with the following members
present:
Mayor Pro Tem G. A. Swindle Councilman Raymond Anderson
Councilman John Pollan Councilman E. W. Ferguson
Councilman William G. Brede Councilman Ray Reynolds
Councilman Charles Riggins
and with the following members absent: Mayor Joe F. Cummings and Council-
man David Clayton.
City Administrator Kurt J. Ackermann, City Secretary Joyce Pemberton,
Director of Finance Charlene Young, and Director of Parks & Recreation
Ronnie Isham were also present.
ITEM I: BUDGET WORK SESSION.
Mayor Pro Tem Swindle explained that one reason he had asked for
this meeting was that he was unable to attend the last meeting on the
11th of August and he had felt that he and some other members of the
Council had not been completely satisfied with the proposed Parks &
Recreation Department budget. Later he had found out that, maybe, most
of the Council was willing to go ahead with said budget as it is. If
so and the Council wants to skip this item, fine. If not he was ready
to talk about it.
Councilman Riggins said that in the next to last budget workshop
it was the consensus of the Council to ask Mt. Isham to cut $16,000.
from his labor expense and $19,000 from his capital outlay, but to let
him decide where the cuts were to be made.
Councilman Reynolds commented that the Council had been concerned
with the Parks & Recreation labor expenses and the capital outlay and
had asked Mr. Isham to cut some from both groups.
Director of Parks & Recreation Ronnie Isham advised the Council
that he had cut the full time person from personnel ($16,000) and the
theme park and some improvements in the Jaycee Park from the capital
outlay ($19,000) for a total of $35,000.
The Council and Mr. Isham discussed ways of cutting labor costs
and ways of increasing revenues.
Mr. Isham advised the Council that it cost the city $1500 to $2000
in labor for the July 4th Family Fun Fair.
Councilman Pollan said he was _convinced that some of the people were
looking at the Fun Fair on an annual basis for personal gain. He would
advocate that anyone having a concession stand in the city park on July
4th that will receive profit and self -gain should pay to the city a per-
centage or a fee for having a concession in the park on that day. This
revenue would hblp to offset the city's expense for the Fun Fair.
After discussion, it was the unanimous consensus of the Council to
leave the proposed FY 83 Parks & Recreation budget as it is as Mr. Isham
knows the Council's feelings on it. To authorize Mr. Isham to approach
the Chamber of Commerce for $5000 to be applied toward the cost of the
ball tournaments and to authorize Mr. Isham to use his judgement on con-
tracting the concessions for the ball tournaments and to adjust the entry
fees for the ball tournaments.

VITEM II: EXECUTIVE SESSION.
Mayor Pro Tem Swindle called the Council into executive session as
provided in the Open Meetings Act, Article 6252 -17, Vernon's Texas Civil
Statutes, Section 2(e) (g) for discussion of pending litigation and
personnel:
The Council reconvened in open session.
Councilman Reynolds moved to authorize the City Administrator to
sell two (2) abandoned fire trucks through public sale and to take bids
or conduct a public disposal of unrecovered property in possession of
the Police Department and abandoned city equipment. Councilman Pollan
made the second. The motion carried by the following vote:

NOES: None
There being no other business, the meeting adjourned at 4:55 p.m.
