MINUTES OF THE CITY COUNCIL
OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON
MONDAY, JUNE 14, 1982 - 3:00 P.M.
A Special Session of the City Council of the City of Stephenville,
Texas was called to order by the Mayor with the following members present:
Mayor Joe F. Cummings
Councilman G. A. Swindle
Councilman John Pollan
Councilman William G. Brede
Councilman Charles Riggins
and with the following members absent

City Administrator Kurt Ackermann, City Secretary Joyce Pemberton,
City Attorney Joseph Chandler and others were present.
I: HEAR MR. HERBERT MANNING. ATTORNEY
In the absence of Mr. Herbert Manning, Ms. Dorothy Littleton, pre-
sented a request from Casa, Inc. for permission to submit a bid to H.U.D.
for 202 project funds for the construction of a 50 to 70 unit low income
housing complex on Block 34, South Side Addition to the City of Stephen-
ville. Ms. Littleton explained that Casa, Inc. is sponsored by Catholic
Charities, Diocese of Fort Worth Inc. and is a non profit organization.
The complex will provide housing for the elderly with 10% of the
units equipped for the handicapped.
Ms. Littleton advised they needed a letter from the Mayor that in-
cludes. a statement that the project is needed for the community and will
not be in competition with any existing facility - - -the city will accept
a non profit organization - - - the city will accept a tax exempt status -
the city will provide necessary fire and police protection - - - the city
will assure availability of water, sewer and garbage pick -up at charges
standard for the city.
After much discussion, Councilman Brede moved to defer action on the
above request until Thursday, June 17, 1982 at 3:00 p.m. to allow the
Council time to determine the legal status of this request and to determine
whether or not the Central Appraisal District is the entity that grants
the tax exempt status. Councilman Riggins made the second. The motion
carried by the following vote:
AYES: All members present
NOES: None

Mr. Jack Gray presented the Resolution.
After some discussion, Councilman Swindle moved that A RESOLUTION
BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS, RATIFYING, CON-
FIRMING AND APPROVING A COMMITMENT OF THE STEPHENVILLE INDUSTRIAL DEVELOP -
MENT CORP. TO PARTICIPATE IN THE FINANCING OF AN INDUSTRIAL DEVELOPMENT
PROJECT FOR CAPORAL FORGING, INC. OF STEPHENVILLE, TEXAS, BE PASSED AND
APPROVED. Councilman Clayton made the second. The motion carried by the
following vote:
AYES: All members present
NOES: None

ITEM III: DISCUSS REMODELING OF
TO USE AS
Mayor Cummings explained that a group of interested citizens,
consisting of Randy Thomas, chairman, Kurt Ackermann, Joe Cummings,
Ross Armstrong, Norman Fisher, Bill Tidwell, Fred Parker, Billy Mobley,
and Ronnie Isham, are interested in remodeling the city's recreation
building to make it more adaptable to community use. At this time,
they would like some assurance from the City Council that the city is
interested in a project of this type before they proceed further. He
said the city would have no financial involvement.
After discussion, Councilman Pollan moved that the above named
committee bring proposals for the remodeling of the recreation building
to the Council for consideration. Councilman Anderson made the second.
The motion carried by the following vote:
AYES: All members present
NOES: None
There being no other business to come before the Council, the meeting
adjourned at 4:30 p.m.

A RESOLUTION by the City Council of the City of
Stephenville Texas, ratifying, confirming
and approving a commitment of the Stephen-
ville Industrial Development Corporation to
participate in the financing of an indus-
trial development project for Caporal
Forging, Inc.
WHEREAS, the Board of Directors of the Stephen-
ville Industrial Development Corporation (the "Corporation ")
has passed and adopted a resolution accepting an application
from Caporal Forging, Inc. (the "Company ") and agreeing to
participate in the financing of an industrial development
project involving the construction and equipping of a faci-
lity for use by the Company in the processing of tubular
goods necessary for oil well drilling and completion, a copy
of such resolution being attached hereto as Exhibit A; And
WHEREAS, the Corporation has requested the City
Council to ratify, confirm and approve its commitment to the
Company to participate in the financing of such industrial
development project; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
STEPHENVILLE, TEXAS:
SECTION 1: That the commitment of the Corporation
to Caporal Forging, Inc. to participate in the financing of
an industrial development project, evidenced by the resolu-
tion of the Board of Directors of the Corporation attached
hereto as Exhibit A, is hereby ratified, confirmed and
approved, and said Corporation and Company may proceed with
the arrangements for the financing of said project as au-
thorized and permitted by the Development Corporation Act of
1979, as amended.
SECTION 2: That any bonds, or other obligations,
issued as a result of said commitment of the Corporation
shall not constitute a debt of the State of Texas, the City
of Stephenville, Texas or any other political corporation,
subdivision or agency of the State. of Texas or a pledge of
the faith and credit of any of them, but any such bonds or
obligations shall be payable solely from those funds derived
and resulting from, any and all agreements by and between
the Corporation and the Company, and all such bonds or
obligations issued shall contain on their face a statement
to the effect that neither the State, the City nor any
political corporation, subdivision or agency of the State
shall be obligated to. pay the same or the interest thereon

and that neither the faith and credit nor the taxing power
of the State, the City, or any political corporation, sub-
division or agency thereof is pledged to the payment of the
principal of or interest on such bonds.
