OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON
WEDNESDAY,
19, 1984 - 3:00 P.M.
A special meeting of the City Council of the City of
Stephenville, Texas, was called to order by the Mayor with the
following members present:
Mayor: David Clayton Floyd Gordon
Councilmembers: Larry Hammett William G. Brede
G. A. Swindle Larry Tatum
Ray Reynolds(late)
and with the following members absent: James McSwain.
City Administrator Kurt J. Ackermann, City Secretary Joyce
Pemberton, City Attorney Joseph Chandler, Director of Public
Works Danny Johnson, Director of Finance Charlene Young, Building
Inspector Gary Nabors, P & I Clerk Betty Chew, Vince Daddio, and
James Young were present.
ITEM I: CONSIDER FINAL PLAT OF RIDGEVIEW ESTATES
SUBDIVISION.
Director of Public Works advised the Council that Mr. Vince
Daddio, developer of the Ridgeview Estates Subdivision, had paid
all fees required and had made all changes required by the
Planning & Zoning Commission and that he recommended acceptance
of the final plat of the Ridgeview Estates Subdivision.
After some discussion, Councilman Swindle moved approval of
the final plat of the Ridgeview Estates Subdivision as recom-
mended by Director of Public Works Danny Johnson. Councilman
Riggins seconded the motion. The motion carried by the following
vote:

After some discussion, Mayor Clayton appointed the following
committee to study this request and report back to the Council by
the October 2nd meeting if possible:

Larry Tatum
ITEM II: CONSIDER POLICY FOR REVIEW PRO(
Building Inspector Gary Nabors addressed the Council
requesting approval of an "Application for a Building Permit"
including a minimum 48 hour review period.
Mr. Nabors advised the Council that the present procedure
was to issue a residential building permit upon application and
commercial permits after a few days review. He said the work
load has increased to the point that he feels they need "review

time" on all building permits. Also he would like Council appro-
val for him to make no inspections from 8:00 am to 9:00 am and
from 2:00 pm to 3:00 pm to allow for review of applications for
building permits. He said he felt this would give him more time
to do his job more accurately due to the work load he is
currently under.
It was the consensus of the Council that the Building
Inspector and Director of Public Works notify the contractors by
mail of a change in the building permit procedures and also to
set up a meeting with them to explain said procedure changes.
After more discussion, Councilman Reynolds moved approval of
a new "Application for Building Permit" form including a minimum
review period of 48 hours for all building permits and the
Building Inspector will not make any inspections from 8:00 a.m to
9:00 a.m, and from 2:00 p.m. to 3:00 p.m. Councilman Swindle
seconded the motion. The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None
ITEM III: DISCUSSION OF TRAFFIC LIGHTS IN DOWNTOWN AREA.
Councilman Larry Hammett advised that right after he was
back on the Council he attended a meeting with J. R. Stone and
Fred Atnip of State Department of Highways and Public
Transportation and they had discussed synchronizing the traffic
signals downtown. Mr. Stone had advised this was a local matter
and Mr. Atnip would take care of it. He said the lights still
are not synchronized to take care of the flow of traffic. He
said he was wondering if someone could contact Mr. Atnip to see
if he would /could do something about it.
After some discussion, it was the consensus of the Council
that the City Administrator, Kurt Ackermann, contact Mr. Fred
Atnip regarding this matter and see what can be done.
ITEM IV: EXECUTIVE SESSION for the purpose of discussing
pending lititation as provided in the Open
Meetings Law, V.T.C.S., Article 6252 -17, Section
2(f).
Mayor Clayton recessed the open meeting and called the
Council into executive session.
Mayor Clayton reconvened the Council in open session.
No action was taken regarding matters discussed in the exe-
cutive session.
There being no other business to come before the Council,
Mayor Clayton adjourned the meeting at 5:30 p.m.
