CITY OF STEPHENVILLE, TEXAS, HELD ON
TUESDAY, AUGUST 28, 1984 - 3:00 P.M.
A called meeting of the City
Stephenville, Texas, was called to
following members present:
Mayor: David Clayton
Councilmembers: Larry Hammett
Ray Reynolds
Council of the City of
order by the Mayor with the
Charles Riggins
William G. Brede
Larry Tatum
and with the following members absent: G. A. Swindle, James L.
McSwain, and Floyd Gordon.
City Administrator Kurt J. Ackermann, City Attorney Joseph
Chandler, Director of Public Works Danny Johnson, Director of
Finance Charlene Young, Fire Chief Jimmy Mooney, P & I Clerk
Betty Chew and others were present.
ITEM I: PUBLIC HEARING FOR THE PROPOSED FISCAL YEAR 1985
BUDGET.
Mayor Clayton opened the floor for a public hearing on the
proposed fiscal year 1985 budget.
City Administrator Kurt Ackermann outlined the proposed 1985
budget. The 1985 budget total $4,735,684.00 is an increase of 7%
over the preceding year. The tax rate for 1985 is $0.269 per
$100.00 of valuation. This is the same rate as 1984. There are
several changes in user fees for the 1985 fiscal year. These
changes are outlined in the Budget Letter. The budget includes
cost of living adjustments of 3.5% to all full -time personnel.
There will be four additional full -time staff positions:
Police Department - 1
Fire Department - 1
Parks & Rec. Dept.- 1
Library - 1
Mayor Clayton expressed appreciation to the Council for
their work on the budget.
There being no one present wishing to address the Council
regarding the proposed 1985 budget, Mayor Clayton closed the
public hearing.
Councilman Riggins moved approval of the fiscal year 1985
budget as presented. Councilman Hammett seconded the motion.
The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None
AN ORDINANCE MAKING APPROPRIATIONS FOR THE SUPPORT OF THE
CITY OF STEPHENVILLE FOR THE FISCAL YEAR BEGINNING OCTOBER
1, 1984 AND ENDING SEPTEMBER 30, 1985 AND ADOPTING THE
ANNUAL BUDGET OF THE CITY OF STEPHENVILLE FOR THE 1984 -85
FISCAL YEAR.
Councilman Reynolds moved approval of an ordinance levying a
tax rate of $0.269 for the City of Stephenville for the tax year
1984. Councilman Brede seconded the motion. The motion carried
by the following vote:

NOES: None
AN ORDINANCE LEVYING A TAX RATE FOR CITY OF STEPHENVILLE FOR
THE TAX YEAR 1984.
ITEM II: CONSIDER BID PROPOSALS FOR HIGH -BAND RADIO
SYSTEM - FIRE DEPARTMENT.
Mayor Clayton stated that this item had been tabled at the
August 7, 1984 meeting. He asked for discussion and comments
from members of the Council. Mayor Clayton said he felt it was
necessary for the Fire Department to have a good radio system
which would accomodate the varying terrain of the area.

Councilman Hammett moved acceptance of the bid of $51,677.00
(the low bid meeting specifications) from Motorola Corporation.
Councilman Reynolds seconded the motion. The motion carried by
the following vote:
AYES: All members present voted aye.
NOES: None
EXECUTIVE SESSION TO DISCUSS PENDING LITIGATION
AS PROVIDED _IN V.T.C.S., ARTICLE 6252 -17, SECTION
Mayor Clayton recessed the open meeting at this time for the
purpose of discussing pending litigation as provided in the Open
Meetings Law, V.T.C.S., Article 6252 -17, Section 2(e).
Due to lack of a quorum the Council did not reconvene in
open session and therefore no action was taken.
