OF THE
CITY OF STEPHENVILLE, HELD ON
FRIDAY, MAY 16, 1986 - 10:00 A.M.
A called meeting of the City Council of the City of Stephenville,
Texas, was called to order by the Mayor Pro Tem with the following
members present:
Mayor: David Clayton -10:15 a.m.
Councilmembers: Bob Self James L. McSwain
Larry Hammett Larry Tatum
Allen Horne
and with the following members absent: Wm. G. Brede, G.A. "Pinkie"
Swindle, and Ray Reynolds.
Also present were City Administrator Kurt Ackermann, City Secretary
Joyce Pemberton, City Attorney Joseph Chandler, Director of Public
Works Danny Johnson, and Planning & Inspections Coordinator Betty Chew.
ITEM I: CONSIDER PLANNING & ZONING COMMISSION RECOMMENDATIONS:
a. Charles Castleberry, Chairman of the Planning & Zoning
Commission, presented the Commission's favorable recom-
mendations to the Council for an amendment to the City
Zoning Ordinance and Zoning Map allowing manufactured
homes and mobile homes as a primary use in designated
areas of the City of Stephenville and establish use and
area regulations for the Manufactured Housing District.
Councilman Larry Tatum commented that most of the lots
in the Clifton Heights and Belmont area are 50' x 100'
and will not conform to rebuilding houses which is
something we will probably have to look at later when
someone wants to rebuild one that has burned, etc. It
won't fit the minimum lot size, but they were all real
opposed to the mobile home or manufactured housing
zoning.

After more discussion, Councilman Bob Self moved the
City Council accept the recommendations of the Planning
and Zoning Commission on the MH District to exclude the
Belmont and Clifton Heights Additions from con-
sideration, but include Clark Lane and the two (2)
areas, one on each side of Graham Street, and the ones
out on Washington, as designated on the map.
Councilman Larry Tatum seconded the motion. The motion
carried by the following vote:
AYES: All members present voted aye.
NOES: None
Mayor Pro Tem Larry Hammett, with the consent of the
Council, set Tuesday, June 3, 1986 at 7:00 p.m. in
Council Chambers at City Hall, 354 N. Belknap Street,
as the date, time, and place for a public hearing to
consider an amendment to the City Zoning Ordinance and
Zoning Map allowing manufactured homes and mobile homes
as a primary use in designated areas of the City of
Stephenville and establish use and area regulations for
the Manufactured Housing District.
Mayor Pro Tem Larry Hammett relinquished the chair to Mayor
David Clayton at this time.

mendations to the Council for an amendment to the City
Zoning Ordinance to include definitions and area regu-
lations for townhouses and condominiums.
There was some discussion of zero lot lines.
After discussion, Councilman Larry Tatum moved the
City Council accept the recommendations of the Planning
& Zoning Commission to amend the City Zoning Ordinance
to include definitions and area regulations for
townhouses and condominiums and provide for zero lot
lines for interior walls. Councilman Allen Horne
seconded the motion. The motion carried by the
following vote:
AYES: All members present voted aye.
NOES: None
Mr. Castleberry advised he was calling a Planning & Zoning
Commission meeting for Thursday, May 29, 1986 at 1:00 p.m.
to consider the items they did not consider due to the loss
of a quorum. They will have other recommendations ready
for the Council's June meeting.
Mayor David Clayton set Tuesday, June 3, 1986 at 7:00 p.m
in Council Chambers in City Hall, 354 N. Belknap Street, as
the date, time, and place for a public hearing to consider
an amendment to the City Zoning Ordinance to include defi-
nitions and area regulations for townhouses and con-
dominiums and to provide for zero lot lines for interior
walls.
There being no other business to come before the Council at this time,
Mayor David Clayton adjourned the meeting at 10:30 a.m.
