City of Stephenville - City Council
TUESDAY, JULY 26, 1988 - 6:00 P.M.
The City Council of the City of Stephenville, Texas, convened in special session
on July 26, 1988 at 6:00 p.m. in the Council Chambers of City Hall, 354 N.
Belknap, with the meeting being open to the public and notice of said meeting,
giving the date, time, place and subject thereof, having been posted as
prescribed by Article 6252 -17, Section 3A, V.T.C.S., with the following members
present, to wit:

Mayor Larry Hammett called the meeting to order and declared a quorum present.
-159: CONSIDER RECOMMENDATION FROM CONSULTI
Mr. Myron Weir, a representative of Willis Engineering, presented the
bids to the Council and recommended awarding the bid to the low
bidder, B & H Constructors for $365,800.00 for the construction of a
grit chamber pretreatment facility at the wastewater treatment plant.
Councilmember Bob Self asked why the bid exceeded the estimated cost
of approximately $250,000.00.
Mr. Weir's answer was that he had not anticipated some of the equip-
ment included in the bid. He stated also that the equipment could
be eliminated by "change orders" during construction.
Councilmember Bob Self made the motion to table this item at this
time. Seconded by Councilmember Helen Martin, the motion carried
UNANIMOUSLY.
CONSIDER AN
"R -1" SINGLE
Mayor Larry Hammett opened the floor for a public hearing to consider
an application to rezone from "R -1" and 11R -2" to "R -3" Lot 1, Block
10 Oak Tree Subdivision, located in the 2300 Block of Lingleville Rd.
THOSE OPPOSING THE REZONING WERE: Charles Smith, 119 Blue Jay;
Jim Kirby, 129 Blue Jay; William Wood, 108 Blue Jay; Norman Fisher,
101 Ben Hogan; Cathleen Godwin, 107 Blue Jay; Mark Kizer, 111 Blue
Jay; and Mr. Smith presented a petition with 51 signatures of persons
objecting to the zoning change.
THOSE IN FAVOR OF THE REZONING WERE: Kenneth Howell, Developer of
proposed retirement home, Ronald R. McCann of Austin, Texas; Glynda
Jackson, 401 E. Crow; and the Mayor read a letter from Mrs H. 0.
Wolfe in support of the rezoning.

There being no one else wishing to address the Council on this issue,
Mayor Hammett closed the public hearing.
After discussion, Councilmember Jim McSwain made the motion to
approve the negative recommendation from the Planning & Zoning
Commission that Lot 1, Block 10, Oak Tree Subdivision, not be
rezoned. Seconded by Councilmember Bob Self, the motion carried by
the following vote:
AYES: Mayor Larry Hammett and Counciimembers Bob Self, Allen Horne,
Jim McSwain and Joel Hiilin.
NOES: Councilmembers Vicki Truss, Helen Martin, Maxine Dameron and
Jim Bostic.
MAYOR HAMMETT RECESSED THE MEETING AT THIS TIME TO GET READY FOR WORKSHOP
Councilmember Jim Bostic left the meeting at 7:10 p.m.
Mayor Larry Hammett read his letter of resignation effective within
the next 60 days.
88 -07 -161: WORKSHOP TO DISCUSS COST OF WATER & WASTEWATER SERVICES REPORT FROM
JOE M. NALL & ASSOCIATES.
Director of Finance Charlene Young advised the Council that, due to
a delay in the implementation of new water /wastewater rates, the
water /wastewater fund now has a deficit of $103,027.00. Said deficit
includes the following expense reductions:
a. Defer filling job vacancy in Wastewater Collection ... $ 3,768.00
b. Utilities - Water & Wastewater Treatment .............$ 9,750.00
c. Line maintenance - Wastewater Collection .............$40,000.00
d. Facility maintenance - Wastewater Treatment Plant .... $ 7,000.00
After a very lengthy discussion regarding the water /wastewater rates
recommended in the Joe M. Nall & Associates rate study, Councilmember
Jim McSwain made the motion to raise the rate on sewer usage $0.65
per 1000 gallons of water above the present rates for the months of
August and September. A cap of 12,000 gallons will apply to residen-
tial users only. Seconded by Councilmember Joel Hiilin, the motion
carried UNANIMOUSLY.
Councilmember Allen Horne made the motion to adopt water /wastewater
rate #1 proposed by Nall & Associates effective October 1, 1988.
Seconded by Councilmember Joel Hiilin, the motion carried by the
following vote:
AYES: Mayor Larry Hammett and Counciimembers Helen Martin, Vickie
Truss, Allen Horne, Maxine Dameron, Jim McSwain, Joel Hiilin.
NOES: Councilmember Bob Self.
ABSENT: Councilmember Jim Bostic.
There being no other business to come before the Council at this time, Mayor
Hammett adjourned the meeting at 8:00 p.m.
