On this the l6th day of November, 1951,--the city council
of the City of Stephenville, 'Texas convened in special meeting
with the following members present:
Ilenry Clark, Mayor
J. W. Clements Alderman

which time the £ollowiy; proceedings were had:
Alderman rerguson introduced for consideration
of the city councilan ordinance. The ordinance was read in full
by the city secretary. Alderman Clements made a motion that
the ordinance be passed. The motion was seconded by Alderman
Wood The motion carried by the Follow-iag vote:

alreemer!ts with the State Department. of Fiiblic Welfare and secure
the benefits of 7ederal Old Age and Survivor's Insurance, as out-
lined in said laws; and
I1 31]A:�, it :is the opinion of this city council that the
extension of this Old Age and Survivors Insurance System will be of
great benefit not only to the employees of the municipality but to
the ,cunicipality by attracti.n�r to it and enbabling it to retain
the best of personnel aril thus increase the effic:ier:cy of its gov-
ernment; and it is deer.led that the payment by the municipality
of its portion, oi' the cost of said system is a payment for
Municipal purposes.
;l'iEaEAS, i_t is the desire of this city council to auth-
orize the r:.aking of any and all necessary agreements in order to
secure the benefits of said acts; therefore,
D' 1T O MAIIED BY TIIE CITY COUNCII. OI' THE CITY OF STEPIIE\-
VILL ., TLSA:i:
1. That the City Council acting for and on behalf of the
City of Stephenville shall enter into all necessary agreements witli
the :state Department of Public Welfare for the purpose of carrying
out t;ie provisions of the above -mentioned acts.
2. The Honorable Henry Clark, Mayor, is hereby appointed
as a-er,t of the City Council and of the city to execute all necessar
agreements and i:- strumer.ts for and on behaL' of said City Councii
and said city.
J. That the City Secretary, ilex Cates, and his successors
in office, is i,ereby directed to be the persor responsible for making
assessments, collections, payments and uports as required by the
State Department of Public ?•:elfare.
I. That a sufficient sum of money be allocated and set
aside from available funds for the purpose of carrying out the pro-
visions of the above -mentioned acts, such money so allocated and
set aside to be known as the City of Stephenville Social Security -
Fund, which fund shall be set as % and maintair:-ed in the regular
city depository.
