The City Council met in a called session on this date with Mayor Clark presiding and the following aldermen present: Grover Hale, J. P. Hedrick, Leonard Wood, J. W. Clements, J. T. Mays and Herman Ferguson. City Attorney Chandler was also present. The purpose of the meeting was to appoint a fifteen man Charter Commission to be submitted to the qualified voters of the City. After some discussion, the Council agreed upon the fol- lowing fifteen named persons to constitute the Charter Com- mission to be voted upon by the qualified voters of the City of Stephenville: 1. C. W. Bryant 6. R. F. Higgs 11. Dick 6mith 2. C. 0. McMillan 7. Roger Gideon 12. Pete Huffman 3. C. H. Maguire 8. Jno. T. Heaton 13. T. G. Funk lt:. Fred McCleskey 9. Clinton C. Cox 14. Jack Arthur 5. H. M. Everett Sr. 10.R. L. Meek 15. Vern Pendleton. It was moved by Alderman Clements, seconded by Alderman Mays, that the Ordinance ordering an election to determine whether or not a commission shall be chosen to frame a new charter and pro- viding for Charter Commission be adopted (said Ordinance being attached to and becoming a part of these minutes). Motion car- ried unanimously. The 1954-55 annual budget was discussed and it was moved by Alderman Ferguson, seconded by Alderman Wood, that the budget be approved, as outlined, and that the City Tax Rate for the year 1954 be set at $1.50 on the one hundred dollar val- uation. Motion carried unanimously. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHEN- VILLE, TEXAS: That the tax rate in said City for the year 19 4 is hereby fixed at $1.50 (one dollar and fifty cents) on the 100 valuation of all of said property by law and the Ordinance of said City, and which tax is hereby apportioned to the various funds of the City as follows: City General Fund -------------------------- $ .78 City Band Fund----------------------------- .02 City Road & Bridge Fund-------------------- .15 City Park Fund----------------------------- .05 City Street Lighting Fund------------------ .12 City Street Bonds 1929 Issue--------------- .08 City Sewer Bonds 1929 Issue---------------- .06 City Water & Sewer Bonds 1949 Issue-------- .24 That this Ordinance be in full passage. The Council discussed the hiring of a janitor and after some discussion the following motion was made: It was moved by Alderman Hedrick, seconded �y Alderman Clements, that the City Secretary be authorized to hire a janitor for the new City Hall building at a reasonable salary, Motion carried.
