August 6, 1957.
The City Council met in regular session on this date with
Mayor Evans presiding and the following, aldermen present: David
Hugon, Virgil. Dickerson, Philip Price, Chas. Riggins, J. P. Hedrick,
Albert Graves, Scott D. Reed and J. C. Oliver Jr.
Present were City Atty. Chandler, Street Supt. McMahan, Water
Supt. Anderson and Chief Cornell.
Minutes of last meetings were read and approved.
Mr. H. J. favors appeared before the Council complaining of
his neighbor on west side of his property, located on East College
Street, blocking the sidewalk with a fence. This matter was re-
ferred to the Chief of Police to be worked out by him.
Alderman Oliver introduced Messrs. J. R. Mercer and R. L.
Knowlton, Civil Engineers, requesting them to explain in detail
the making of a topography survey of the City of Stephenville, its
cost, etc. The following is a summary of their discussion:
1. Field Survey: The cost of making the following is $4800.00
and includes the making of necessary plan and elevation survey of
all streets within the City Limits, which are shown on the City Map
prepared by King Abstract Company, as required to locate and mark
the centerline of each street; cross-section each street at inter-
sections and middle of block; locate and establish pertinent ele-
vation of existing storm sewers and drainage courses; locate possible
easement regnir-ornent::; and tie this survey to existing
Coast and Geodetic Survey bench marks.
2. At a cost of $800.00 for the following: contour map and
standard structure desi7ns; prepare a contour map of the entire City
based on the elevations recorded from the proceeding survey and pre-
pare detail plans for typical curb and gutters, storm sewer curb inlets,
manholes and storm sewer outlets; such plans to be suitable for ad-
option as City standards.
3, At a cost of $3900.00 for the following: Street Grading,
Paving and Storm Drainage Plans: Prepare street grading and paving
plans showing elevations of street centerline, gutter, top of curb at
all intersections and middle of blocks; and prepare plans for all
storm sewers required showing location and profile of such sewer.
The Council discussed the above matter but took no action at
this time.
Alderman Dickerson discussed with the Council of allowing City

� 5. per month car expense. It was moved by Alderman
Hugon, seconded by Alderman Dickerson, that City allow the Secretary
this amount for car expense. Motion carried.
Messrs. Owens, Andrews, roust, Jeans and others appeared before
the Council regarding getting their street paved. This matter was
discussed by the Council and referred to the Street Committee to be
worked out by them.
Mayor Evans talked with the Council. about the need of charging a
fxx water and sewer tapping fee for all new construction. After dis-
cussion, it was moved by Alderman Hedrick, seconded by Alderman Oliver,
that effective August 15, 1957, the City will charge, for all new con-
struction, a $25.00 fee for each water tap and $15.00 for each sewer
tap. Motion carried. (Alderman Hugon requested that his vote be re-
corded "No" on this motion).
It was moved by Alderman Reed, seconded by Alderman Graves, that
effective immediately all new construction will be allowed 5,000 gal-
lons of water free for building purposes and a ninety day limit for
construction will be allowed before a minimum charge will be made.
Motion carried.
Alderman Hedrick reported that Mr. Grady Stone had purchased

the Earl Thurman property adjoining City Golf Course and that Mr.
Stone wanted to have a definite understanding with the City re-
garding the fence line between the two pieces of property. After`
discussion of the matter, it was referred to the Park Committee
to be worked out by them.
Alderman Hedrick also reported that Mr. Paul Marr requested
that the City not charge him with the �,',1000.00 valuation on the
1956 City* Tax Roll for personal property. This was discussed but
no action taken.
^_lderman Dickerson reported on the work being done about
straightening out the channel of the Bosque River through the
City Limits,and about all that Is needed at this time Is to se-
C10re the necessary easements to allow work to be done.
Alderman Riggins reported that the Finance Committee had met
with members of the Stephenville State Bank regarding a misinter-
pretation of rules and regulations of the Federal Deposit insurance
Corporation in bidding; for the depository of City funds; that City
funds do not qualify as funds eligible to be placed in a Savings
Account; therefore, such funds will have to be placed on Time
Deposit to earn interest. This matter was discussed and referred
to the Finance Committee to be worked out by them.
It was moved. by Alderman Hedrick, seconded by Alderman Dick-
erson, that $1000.00 be transferred from the Water Works Operat-
ing Fund to the Park Fund. Motion carried.
It was moved by Alderman Reed, seconded by Alderman Dickerson,
that „.300.00 be transferred from the Water Works Operating Fund
to the Cemetery Fund. Motion carried.
It was moved by Alderman Reed, seconded by Alderman Dicker-
son, that bills and accounts be allowed and ordered paid. Motion
carried.
There being no other business at this date, the Council stood
adjourned subject to the Mayor's call.

The purpose of the meeting was to discuss again, with Messrs.
Rolla ffohnson and Art Anderson, representatives of the Telephone
Company, their request for an increase in telephone rates in Step -
After further discussion, the Council voted on the fol-
lowing three proposals:
1. The rates, as recommended by rate expert Clinton Cwsley.
No vote.
2. The rates,as proposed by the Gulf States Telephone Co.
No vote.
3. The rates, as recommended by Mr. Owsley, but not to be
placed into effect until April 21, 1958, or until a certification
has been submitted to the City that an additional investment of
$30,000.00 in equipment and outside telephone plant facilities
has been made, which ever date is later. The Council voted un-
animously to acdept this proposal.

After further discussion, it was agreed by the Council
to allow M r. Johnson to submit an alternate proposal lit a meet-
ing on August 9, 1957.

The City Council met in called session on t`iis date with
Mayor Evans presiding and the following aldermen present: David

Graves, J. P. Hedrick, J. C. Oliver Jr. and Scott D. Reed.
Mr. Johnson, pf the Gulf States Telephone Co., presented
his alternate proposal for telephone rates and discussed each
item in detail. In the course of this discussionl, Alderman Hugon
asked Mr. Johnson. should 100 of the now present two party phones
want to chf+nge to one party straight line residence phone if the
Gulf States Telephone Co. want an additional increase in telephone
rates. Mr. Johnson replied that unless there was an increase in
labor or material there would be no need of an increase to add
these additional 100 one party telephones.
It was moved by Alderman Oliver, seconded by Alderman Reed,
that the City accept Gulf States Telephone Company's alternate
nroposal for new telephone rates, said rates not to be placed in-
to effect until April 21, 1958, or until a certification has been
submitted to the City that additional investment of $30,000.00 in
equipment has been made, which ever date is later. Motion carried.
The following are the new rates:

The City Council met in called session on the above date with
Mayor Evans presiding and the following aldermen present: David
'ugon, Virgil Dickerson, Philip Price, Albert Graves, J. P. Hedrick,
and Scott D. Reed.
Others present were Chief Cornell, Water Supt. Anderson and
Street Supt. McMahan.
Mr. Danny Wolfe met with the Council, as a representative of
the City Recreation Board, to discuss the need of a Park for the
local colored people. He reported that the Board had tried to
purchase Lots 1-2, Block 56, of the City Addition, from the present

owners but they had refused to sell. The Recreation Board re-
quested that the City consider filing a condemnation suit to
secure this property for a City Park. After discussion, it was
moved by Alderman Dickerson, seconded by Alderman Graves, that
the City file a condemnation suit to secure Lets 1-2. Block 56,
City Addition, if unable to purchase through negotiations with
owners. Motion carried.
Alderman Price reported that the traffic control mechanism
which operates the City's traffic lights was in very bad condi-
tion and should be replaced immediately. It was moved by Alder-
man Reed, seconded by Alderman Dickerson, that Chief of Police
Cornell be authorized to order and have replaced the oontrol
mechanism for these lights. Motion carried.
Alderman Price also reported that for $75.00 per week the
City would be able to get the services of The Texas City Police
School, a branch of the 'ngineering Extension Service of Texas-
A & M College System, to hold a Police Training School for two
weeks during November, which in his opinion, would be of much
help to the Police Department. It was moved by Alderman Hugon,
seconded by Alderman Dickerson, that the City authorize Chief
Cornell to secure from the Engineering Extension Service of Tex-
as A & M College System an instructor to hold a Police Training
School at a cost of $75.00 per week for two weeks, said school to
be held durir.7, month of November. Motion carried.
Chief Cornell gave a detailed report of the Police Depart-
ment and its operation, also facts and figures of a comparison
of six months in the year 1956 against the first six months of
1957, which showed an increase in fines and parking meter col-
lections of 150 to 500 per cent. Chief Cornell pointed out that
this increase was not due to 100 per cent enforcement of the law
butthat a large number of the local citizens had been given a
warning in regard to their violations, and no record had been
kept as to how many warnings had been issued.
