The City Council met in regular session on the above date with Mayor Evans presiding and the following aldermen present: David Hugon, Doyle White, Chas. Riggins, Philip Price, Herman Ferguson, J. P. Hedrick, Dean Murray and Scott D. Reed. Others present were City Atty. Chandler, Water Supt. Ander- son and St. Supt. McMahan. Minutes of last meeting were read and approved. Mr. W. N. Brown, President of the Stephenville & Erath Co., Free Fall Fair Assn. appeared before the Council to explain a proposed plan to build a shed on the east side of the Auc- tion Band' at the City Park at a total cost to the City, mater- ial and labor, of $1141.26. This matter was discussed and re- K ferred to the Finance Committee. Alderman Reed reported the tions on summer water rates and owed building contr%ctors while Water Committee's recommends- the.amount of water to be all - building. It was moved by Alderman Reed, seconded by Alderman Fer- guson, that the City allow with each building permit 15,000 gallons of free water and all over that amount to be .25¢ per thousand gallons until building is complete; also, beginning with the May reading through Sept. reading,a 5,000 gallon min- imum at the regular rate of $2.50, plus same sewer charge of $1.00, be allowed all water consumers, and the above rates be subject to immediate change by action of the Council. Motion carried unanimously. Alderman Riggins reported that the Park Committee was not ready on their recommendations for hiring of the personnel at the City Park, but rep'prted too Recreation Board's recommenda- tion was to hire J. D. Wendborn as summer director and Betsy Oliver as assistant director at the Park. It was moved by Alderman Ferguson, seconded by Alderman Hugon, that the Park Committee be authorized to contact the above mentioned individuals and ascertain if the director would accept the salary of $225.00 per month and the assistant direc- tor at $200.00 per month, but committee not to exceed the amount: of salary paid for these positions last year. Motion carried unanimously. Alderman Higgins also reported that the Keeper's house at the Golf Course was badly in need of repair. After some dis- cussion, it was moved by Alderman Rdggjns, seconded by Alder- man Reed, that the City allow $150.00 to the Park Committee for remodling the house at the Golf Course. Motion carried unanimously. Discussed at this time was a proposed ordinance which would call for an inspection to be made by the City Engineer on all new building sites to determine if surface water would f drain therefrom. After further discussion, it was moved by Alderman White, seconded by Alderman Hugon, that this ordin- ance be adopted and approved (said ordinance being attached to and becoming a part of these minutes). Motion carried. Alderman Murray reported that the Finance Committee had looked into the matter of granting a raise in salary to City Employees and it was their recommendation that most employees be given a general raise. It was moved by Alderman Murray, seconded by Alderman White, that the City accept the recommendation of the Finance Committee and raise the following employees $25.00 per month: J. T. Arnold, Rex H. Cates, Lynn Cornell, G. H. Davis, Rich Fagan, E. W. Ferguson, Carmen P. Fox, Davie C. Hale, Chas. Hook Jr.
