July 20 1940.
The City Council of Stephenville, Texas, met in regular
session on July 2, 1940, with Mayor J. W. Clements presiding, and'!
the following aldermen present: L. Riggins, Fred McCleskey,
H. D. Barham, Jack Henderson, K. D. Hamilton, T. T. Oliver, Chas."
Neblett Jr., and Doyle V+hite.
Minutes of previous meetings were read and approved.

Fred McCleskey reported that Dublin would pay $10.00 per
month on the salary of Miss Frances Gibson, of the Welfare Dept.,!
also Erath-County would pay $15.00 per month, and that the Finance
Corr..ittee of the City Council had agreed to pay Miss Gibson $15.0,0
per month.
The Water Committee recommended that Jack Feagan be employed.,
as Water Works Engineer at a salary of $12.00 per week. It was
moved by K. D. Hamilton, seconded by Jack Henderson, that Mr.
Feagan be employed at salary above stated. Motion carried.
It was moved by Doyle White, seconded by T. T. Oliver, that
the City proceed with condemnation proceedings against H. Wehrman
on Lot No. 2, Block No. 36, Frey Addition. The motion was carried.
The bid of $2.00 per year of the Stephenville State Bank for
Depository of City Funds for the year beginning July 1, 1940, was
opened and read. It was moved by L. Riggins, seconded by Jack
Henderson, that the City Council accept the bid of the Stephenvil
State Bank for said amount for custody of City Funds for the en-
suing year. Motion carried.
Mr. G, A. Tunnell appeared before the Council stating that '
the R. E. A. was going to build an office building in Stephenville
and was asking to purchase the lot now occupied by the Farmers
Market Shed. Mr. Tunnell made a bid of $500.00 for this lot. No„
action was taken in regard to the matter.
The bond of J. A. King was presented for approval, and it
was moved by Fred McCleskey, seconded by T. T. Oliver, that the
bond of Mr. King be accepted and approved. Motion carried.
It was moved by Chas. Neblett Jr., seconded by H. D. Barham,
that the Law & Order Committee work out plans for parking rules
on public square and to hire John Wright at a salary of ;75.00
per month to help put such rules into effect, provided the com-
mittee should see fit to do so. A vote was called for and the
following voted "yea:" Neblett, McCleskey, Barham, White, Riggins!
i and Oliver. Noes: Hamilton and Henderson. The motion was
announced duly carried.
Bills and accounts were read and on motion by Fred McCleskey
'seconded by T. T. Oliver, were allowed and ordered paid.
There being no further business, the Council stood adjourned
in an adjourned regular meeting, subject to the Mayor's call.

The City Council met in an adjourned regular meeting on the
5th of July, 1940,with Mayor Clements and the following aldermen
:presents Chas. Neblett Jr.,TT. D. Barham, Jack Henderson, L. Rigg
T. T. Oliver, Doyle White and Fred McCleskey.
Mayor Clements stated that the purpose of the meeting c:^.c to
discuss purchase of an Air -port. The Aeronautic Committee re-
ported that they recommended the City purchase grounds for an Air
port. After discussion, it was moved by Sack Henderson, seconded
Iby L. Riggins, that the City purchase land of Mr. Scarbrough for
"this purpose, move office and hanger from present Air -port, and
equip grounds for use. The motion was carried.
It was moved by Fred McCleskey, seconded by L. Riggins, that
:the City purchase an Air Cooler for the City Secretary's office.
;Motion carried.
The Law & Order Committee reported that they approved of the
"employing of John Wright, at a salary of $75.00 per month, to
put in force parking rules and regulations in the City.
There being no further business, the Council stood adjourned
City Secretary.
