The City Council of Stephenville, Texas,met'in regular
session on May 7, 1940, with Mayor J. W. Clements and the follow
ing Aldermen present: H. D. Barham, Jack Henderson, T. T. Oliver.
Fred McCleskey, Doyle White, Chas. Neblett Jr., L. Higgins, and
K. D. Hamilton.
Minutes of previous meetings were read and approved.
Mr. F. M. Stigler appeared before the Council asking that the
Council place one member on the Band Committee. After discussion''
of the matter, it was moved by T. T. Oliver, seconded by Jack
Henderson, that control of the Band be held by the Council. The
motion was carried.
Mr. C. L. Hickey came before the Council asking that the City
purchase the lot on west side of Block 3, Butler Addition, now
owned by Texas Pacific Coal & Oil Co. It was moved by L. Higgins
seconded by Chas. Neblett Jr., that the City pay $25.00 for the
said lot. Motion carried.
Mr. K. N. Baxley and others requested that the City take over
the Roque Grounds at the City Park and pay all expenses for up-
keep and lights. This request was refused.
Mr. W. C. Long asked that traffic control on Highways .Nos.
10 and 66 be efforeed more rigid. This request was referred to
the Law & Order Committee.
The Finance Committee reported that they had no report to
make on the request of the Junior Chamber of Commerce request
that the City assume debts due by Junion Chamber on the Air -Port.
Past due water bills of Clifford Bunnell was brought to the
attention of the Council by Chas. Neblett Jr. After explanation
of physical and financial condition of Mr. Bunnell, it was moved
by Chas. Neblett Jr., seconded by Fred McCleskey, that said party
be placed on the charity list of the "dater Department, and that
all past due bills be cancelled. Motion carried.
The matter of giving water customers more water for minimum
charge during the summer months was discussed. It was moved by
Chas. Neblett Jr, seconded by Fred McCleskey, that the Water
Department give all customers 3000 gallons of water for a minimum 'I
charge for the months of June, July and August. Motion carried.
It was moved by L. Higgins, seconded by Chas. Neblett Jr.,
that minimum water rate be set at $2.00, less .5N discount if
paid on or before the 10tXt of the month. Motion carried.
It was moved by R. D. Barham, seconded by L. Riggins, that

water customers who have not been delinquent for the past three
(months be given to the 20th of the month to pay water bills with
out being cut off. Motion carried.
It was moved by Jack Henderson, seconded by K. D. Hamilton,
that the City pave W. Paddock Street between Water Plant and Cit
.Warehouse grounds, also Jones Street south of City Warehouse
grounds, provided property owners on south side of the street wi
sign for paving. Motion carried.
Election of Mayor Pro-Tem was called for. Jack Henderson
was nominated and duly elected as sunk.
A motion was made by Fred McCleskey, seconded by L. Riggins,
that all City Employees be retained on monthly basis at their
present respective salaries. Motion carried.
Bills and accounts were read and on motion by Jack Hendersor
;seconded by T. T. Oliver, were allowed and ordered paid. There
.being no further business, the Council stood adjourned in an ad-
journed regular meeting, subject to the Mayorts call.
