February 20, 1939.
The City Council of the City of Stephenville, Texas, met in
a adjourned regular meeting on the above date, with the following
9mbers present: Mayor Henry Clark and Aldermen Chas. Neblett Jr.
. T. Oliver, K. D. Hamilton, H. D. Barham, Jack Henderson, R. B.
sssel and Geo. Minter.
Business was called for by the Mayor.
A motion was made by Chas. Neblett Jr., seconded by Jack
erson, that a City Election be held,as directed by law, on the
t Tuesday in April, 1939, for the purpose of electing one
rman for each of the four Wards of the City, also any other
ncies that might appear at that date. Motion carried.
The resignation of J. C. Holcomb was read, and a motion was
by T. T. Oliver that the resignation be accepted. No second
made to this motion.
A motion was made by R. B. Bassel, seconded by Geo. Minter,
t the above motion be tabled and taken up in an executive
sion. Motion carried.
Wm. Sensing and others came before the Council asking that
Council make W. P. A. application for a Project to have street
sidewalks repaired in the interest of free City Mail Delivery.
Jack Price and others came before the Council asking that
mb Jr. be appointed Night Policeman.
Claude w. Bryant came before the Council asking that the City
s ordinance creating zoning districts in the City.
H. D. Barham, Chairman of the Law & Order Committee, recommei
t a Night Policeman be employed by the City. Motion was made
H. D. Barham, seconded by R. B. Bassel, that a Night Policeman
employed. Motion carried.
Motion was made by T. T. Oliver, seconded by R. B. Bassel,
t the resignation of J. C. Holcomb be accepted. Motion duly
ried.
Election of Night Policeman was had after ballot on applica-

it declared Oran McMains duly elected to the position. Motion
made by K. D. Hamilton, seconded by Chas. Neblett Jr., that
election of Oran McMains be made unanimous. Motion carried.
A motion was made by Chas. Neblett Jr., seconded by Geo.
ko
Minter, that the City furnish Oran MCMains with Police uniform.
Motion carried.
Discussion of salary to be paid Oran MCMains was had, after
which motion was made by H. D. Barham, seconded by Geo. Minter,
that he be paid $60.00 per month. Motion carried.
A motion was made by Chas. Neblett Jr., seconded by R. B.
Bassel, that a final letter be mailed to those due delinquent taxe6
and that a contract be made with the City Attorney to enter suit
for collection of such taxes against all those who do not malt*
satisfactory arrangements to pay same, such suits to begin on
April 1, 1939. Motion duly carried!
A motion was made by R. B. Bassel, and seconded by H. D. Bar
ham, that Joseph A. Chandler be employed to collect delinquent
City taxes on commission as follows: 10% of all delinquent taxes
collected after filing of suits begin; where no suits are filed;
and 15% on all taxes for which suit has been filed. The motion
carried.
A motion was made by T. T. Oliver, seconded by Geo. Minter,
that previous action on resignation of J. C. Holcomb be recinded.
Motion carried.
Motion was made by R. B. Bassel, and seconded by T. T. Oliver;`
that the City Attorney draw ordinance requiring each separate
residence in the City to pay separate water bill. Motion carried.!,
The matter of raise in G. W. Collum's salary was discussed, i�
after which a motion was made by Geo. Minter, seconded by Chas.
Neblett Jr., that such salary be raised to $70.00 per month, to
begin with February, 1939. Motion carried.
City Attorney Joseph A. Chandler reported that the Southwest
Nat. Gas Co. had promised to begin laying gas line to the Belmont
Addition by April 19 1939. A motion was made by R. B. Bassel,
seconded by K. D. Hamilton, that the Southwest Nat. Gas Co. be
given until April 1, 1939, to begin laying gas line to Belmont,
otherwise suit to be filed against the gas company to compel such
action. Motion carried.
There being no other business at this time. the Counnil
stood adjourned.
