WHEREAS, the attention of the City Council of the City of Stephen-
ville has been directed to the fact that in the construction of State High-
way No. 10 over Washington Street within the city limits of Stephenville,
the State Highway Department of the State of Texas proposes to raise the
grade line from that now existing, and to construct a culvert at Station
94T400c and.
WHEREAS, this body is opposed to such changes as are outlined for
the reason that the proposed construction will, in its opinion, reduce
property values and lay the City liable for damages.
NOW THEREFORE be it resolved, that the State Highway Department of
the State of Texas be requested to, in so far as is commensurate with pro-
per design, maintain the existing grade line in the vicinity of Station
947, in which event this body accepts responsibility for any damage which
might accrue because of overflow, and agrees to maintain the section of
City street which includes this feature.

WHEREAS, it has been brought to the attention of the City Council
of the City of Stephenville, that the State Highway Department intends to
improve with Federal Aid, that section of Washington Street extending from
Lillian Street to the West City Limits of Stephenville; and,
WHEREAS, the proper construction of this section of street requires
the adjustment of certain municipally owned water service facilities.
THEREFORE BE IT RESOLVED by the City Council of the City of Stephen-
ville, that on direction of the Engineer of the State Highway Department of
the State of Texas, such adjustments in fire hydrants, water lines, meter
boxes and other facilities as are required, will be made by the City of
Stephenville without cost to the State Highway Department.

WHEREAS, the State Highway Department of the State of Texas is desirous of con-
structing State Highway No. 10 from Dublin to Stephenville through the City of
Stephenville over Washington Street.
WHEREAS, the State Highway Department is desirous of receiving Federal Aid for
the improvement of said highway; and,
WHEREAS, the Bureau of Public Roads of the Department of Agriculture of the
United States of America will not Participate in the construction of said high-
way until and unless the City of Stephenville will agree to refrain from per-
mitting encroachments upon the right-of-way of said above mentioned streets,
and until and unless the City of Stephenville will agree to refrain from
passing ordinances or laws fixing a speed limit of under twenty miles per hour
on said above mentioned streets, and until and unless the City of Stephenville
will agree to refrain from erecting signs, semaphores, and signals that will
give preference to local routes or that will hinder or delay traffic on said
above mentioned streets.
THEREFORE, be it resolved by the City Council of the City of Stephenville that,
for and in consideration of the State Highway Department of the State of Texas
and the Bureau of Public Roads of the Department of Agriculture of the United
States of America constructing said State Highway No. 10 from Dublin to Stephen-
ville through the City of Stephenville over Washington Street between Lillian
Avenue and the West City Limits of Stephenville, hereby agrees with the State
Highway Department of the State of Texas and the Bureau of Public Roads of the
Department of Agriculture of the United States of America that it will not, in
the future, permit encroachment on the right-of-way of said above mentioned streets;
nor will it pass an ordinance or laws fixing a speed limit on the above mentioned
streets of under twenty miles per hour; nor will it allow the erection of signs,
semaphores, and signals that will give preference to local routes which inter-
sect with said above mentioned streets nor that will slow up, hinder or delay
traffic on said above mentioned streets; nor will it repeal or amend any of the
provisions of this resolution without the consent of the State Highway Commission.
This is to certify that the above resolution was adopted and passed at a special

WHEREAS, the State Highway Department of the State of Texas is
desirous of constructing State Highway No. 10 from Dublin to Stephen-
ville„ through the City of Stephenville over Washington Street; and,
WHEREAS, the State Highway Department is desirous of receiving
Federal Aid for the improvement of such highway; and,
WHEREAS, the Bureau of Public Roads of the Department of Agri-
culture of the United States of America will not participate in the con-
struction of said highway until and unless the City of Stephenville will
agree to properly maintain said section of highway within the corporate
limits of the City of Stephenville, and will further agree to make suf-
ficient appropriation for its proper maintenance each year; and,
WHEREAS, the City of Stephenville is in accord with this require-
ment, and is desirous of the construction of said section of city street
by the State Highway Department with the cooperation of the United States
Bureau of Public Roads.
NOW THEREF�solved by the City Council of the City of
Stephenville in meeting assembled, that the State
Highway Departmen o the State of Texas be requested to construct said
State Highway No. 10 over Washington Street from Lillian Street to the
West city limits, and be it further resolved that the City of Stephen-
ville will hereinafter make such appropriations and such provisions for
proper maintenance of this section of highway in a condition satisfactory
to both the State Highway Department of the State of Texas, and the United
States Bureau of Public Roads.
