HomeMy WebLinkAbout2018-11-06 - Regular City CouncilCity of Stephenville - Regular City Council Meeting Tuesday, November 6, 2018 at 5:30 PM The City Council of the City of Stephenville, Texas, convened on Tuesday, November 6, 2018, at 5:30 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: COUNCIL PRESENT: Mayor Doug Svien Council Member Mark McClinton Council Member Carla Trussell Mayor Pro Tern Brady Pendleton Council Member Rhett Harrison Council Member Alan Nix Council Member Sherry Zachery Council Member Brandon Huckabee Allen L. Barnes, City Administrator Staci L. King, City Secretary Randy Thomas, City Attorney Call to Order Mayor Svien called the meeting to order at 5:30 p.m. II. Pledges of Allegiance Ill. Invocation by Kory Koch, Oakdale Methodist Church IV. Regular Agenda Recognition of Telecommunicator Amanda Atchison as the Recipient of the North Central Texas Council of Government's 9-1-1 Professional Award Jason King, Chief of Police, recognized Telecom municator Amand Atchison for her receipt of the NCfCOG 9-1-1 Professional Award. Ms. Atchison was nominated by her supervision, Kristi Metsgar, for her hard work, work ethic, and teamwork. 2. Veterans Day Proclamation Mayor Svien recognized the veterans in attendance and read the following proclamation: WHEREAS, Veterans Day has its origins in the armistice which brought World War I to a conclusion at 11 a.m. on November 11, 1918; and WHEREAS, the Allied victory in World War I affirmed the strength of great nations acting together for high purposes; and WHEREAS, the people of the United States caused through their elected representatives the designation of November 11 as a federal legal holiday, which in 1954 became officially known thereafter as Veterans Day; and WHEREAS, Veterans Day continues to be celebrated and commemorated with solemn observances in honor of all Americans who have served their country in times of war and conflict; and , the courage, honor, sacrifice, and dedication which veterans of the United States armed forces have displayed in the cause of justice, freedom, and democracy are most worthy of recognition. NOW, THEREFORE, I, Doug Svien, Mayor of Stephenville, Texas do hereby call upon all citizens to commend America's veterans and observe with solemn pride November 11, 2018 as Veterans Day and to take part in as many ceremonies and events as possible, including the Veterans Celebration Day Parade and Tarleton State University's Veteran's recognition football game both scheduled to occur on November 10, 2018; and American Legion Past 240 Veterans Day Ceremony to be held at the County Courthouse on Monday November 12, 2018 in honor of these men and women. 3. Citizens' General Discussion V. Planning and Zoning Commission Jeremy Allen, Director of Building Services 1. Public Hearing Case No. RZ2018-0025 Applicant lames Bachus is requesting a rezone of the property located at the southwest corner of Harbin and Swan Streets, being Lot 15, Block 19 of the South Side Addition of the City of Stephenville, Erath County, Texas from Multi -Family Residential District (R-3) to Retail and Commercial Business District (B-2). Jeremy Allen, Director of Development Services, presented the case to the council. The Planning and Zoning Commission gave a favorable recommendation for the rezone request. Mayor Svien opened the public hearing at 5:42 p.m. No one came forward to speak in favor of or opposition to the rezone. Mayor Svien closed the public hearing at 5:42 p.m 2. Consider Approval of Ordinance No. 2018-0-41 Rezoning Lot 15, Block 19 of the South Side Addition of the City of Stephenville from R-3 to B-2. MOTION by Mark McClinton, second by Alan Nix, to approve Ordinance No. 2018-0-41 rezoning MOTION CARRIED by unanimous vote. 3. Public Hearing Case No. RZ2018-0019 The Planning and Zoning Commission is requesting a Rezone of the property located at 2101 W Washington, being Lots 32 and 36, Block 139 of the City Addition to the City of Stephenville, Erath County, Texas from Restaurant with Alcohol (B-5) to Retail and Commercial Business District (8-2). 4. Public Hearing Case No. RZ2018-0020 The Planning and Zoning Commission is requesting a Rezone of the property located at City Of Stephenville Regular City Council Meeting - 06 Nov 2018 Page 2 of 7 2115 W Washington, being Lot 32 and 36, Block 239 of the City Addition to the City of Stephenville, Erath County, Texas from Restaurant with Alcohol (B-5) to Retail and Commercial Business District (B-2). S. Public Hearing Case No. RZ2018-0021 The Planning and Zoning Commission is requesting a Rezone of property located at 2029 W Washington, being Lots 32 and 36, Block 139 track the City Addition to the City of Stephenville, Erath County, Texas from Restaurant with Alcohol (B-S) to Retail and Commercial Business District (B-2). 6. Consider Approval of Ordinance No. 2018-0-43 Adding Term Limits for Boards and Commissions MOTION by Mark McClinton, second by Carla Trussell, to approve Ordinance No. 2018-0- 43 adding term limits. Committee Report Chairman Mark McClinton gave the committee report. 2. Consider Approval of Ordinance No. 2018-0-45 Approving Year -End Budget Amendments for the 2017-2018 Fiscal Year MOTION by Mark McClinton, second by Carla Trussell, to approve Ordinance No. 2018-0- 45 approving year-end budget amendments forthe 2017-2018 fiscal year. MOTION CARRIED by unanimous vote. Consider Approval of Ordinance No. 2018-0-46 Amending the Fee Schedule MOTION by Mark McClinton, second by Carla Trussell, to approve Ordinance No. 2018-0- 46 Amending the Fee Schedule. MOTION CARRIED by unanimous vote. Vill. MONTHLY BUDGET REPORT Monica Harris, Director of Finance 1. Budget Report for the Period Ending September 30, 2018 Monica Harris, Director of Finance, gave the following report: In reviewing the financial statements ending September 30, 2018, the financial indicators are mostly positive. Property Tax We received $6K in property taxes in the month of September, resulting in a $531K or 10% increase over funds collected last year. This is 1.36% over budget. Sales Tax We received $451K in sales tax in September, resulting in $267K over the target budget for the year. We received $297K or 5.17% more than last year. HOT Funds We received $409K in Hotel Occupancy Taxes for the year, which is 2% above budget. Last year we received $453K, which included receipt of delinquent taxes from the prior year. We spent $369K in Hotel Occupancy Tax funds for the year as compared to $441K last year. Revenue (Budgetary comparison) The budget for operating revenue is $24 million. We received $25.1 million in revenue, resulting in $1.1 million over budget. This is a result of property taxes, sales taxes, service charges, and investment interest. Expenditures (Budgetary comparison) The budget for operating expenditures is $20.3 million. We expended $18.8 million, resulting in $1.49 million under budget. Revenue (Prior year comparison) Operating revenue received last year was $24.1 million as compared to the current year's $25.1 million, resulting in a $942K increase due to property taxes, sales taxes, service charges, and investment interest. Expenditures (Prior year comparison) City Of Stephenville Regular City Council Meeting - 06 Nov 2018 Page 4 of 7 Operating expenditures last year were $18.75 million as compared to the current year's $18.8 million, resulting in a $51K increase. New Programs All $875,000 for street pavement maintenance has been spent as of September 30th. IX. Stephenville Type B Economic Development Authority Update Ashleigh Feuerbacher, Assistant Director, addressed the council thanking them for their service to the community and then presented the SEDA update as follows: • Workforce: in keeping up with previous updates our office continues to pursue avenues to connect willing and able workers with the need of our existing business community. We will soon be launching a job portal on our website that will help our manufacturers here locally and other industries to promote opportunities to a wider audience. There is a changing dynamic in the workforce that includes automation and augmentation and we intend to capitalize on those resources and expand the human labor aspect. The new normal in adapting to the skills of the future involves upscaling adaptation and lifelong learning, but first, you have to have the people. We are continuing the participation in the transitional assistance program. We have been involved in recruitment events resulting in names, addresses, and industry -specific skills for soldiers that will be transitioning out of the service in the next six to twelve months. We will be taking employers to Fort Hood with us for an employee day in December. • Developers: we are currently assisting developers in a variety of ways, in land acquisitions to landing specific retail, restaurant, hospitality or other industry related opportunities. The most significant part of this is getting the developers to town so that we can handle site visits and connect them to the existing developments, once their information has been exchanged and complete. There is a significant pairing in the dual entities with end results that will complete deals and increase the tax base for our community. • Buying Habits: in 2017 this was the first year where Americans spent eating out then we did in grocery stores. Freelancers- according to a study commissioned by Upwork, it is estimated that 57.3 million people freelance in America. Additionally, the scales will continue to tip and the majority of all workers will freelance by 2027. Remote workers are increasing with an estimated 80% of companies considering this as an option. Purchasing power- millennials now have approximately 600 billion annual retail purchasing power. The power of Texas- according to the Texas State Comptroller, Texas is the loth largest economy in the world; we went above Canada and Russia. Approximately 1100 people move to Texas each day and it has been only 81 months since our last net job loss and it was only for four months. • Projects: several different projects are coming to town and will give more information in executive session. We want to leave you with just three words, Replicable, Scalable, and Sustainable; these will inform future decisions related to one of our projects. Mayor Svien asked if there were any questions for Ashleigh, being none, he thanked her for her report. X. CONSENT 1. Comments by Council members Mark McClinton said that he believed we all deserved a pat on the back. In the early voting almost one-third of the citizens of Stephenville, Texas, have voted in the early voting. That doesn't count what happened today and I just think that is fantastic that we had that kind of turn out. I really appreciate everyone's input on, particularly, the city's issues with the charter amendments. I just want to mention that on Sunday, November 18 at 6 p.m. the Cornerstone Assembly of God is hosting the community -wide Thanksgiving event and I encourage everyone to show for that, it is certainly a blessing. I just personally want to wish everybody a blessed and happy Thanksgiving. Carla Trussell reminded everyone the Episcopal Church is having their annual enchilada supper tonight. Also, on Friday the downtown merchants are having their Christmas open houses starting at 5:30 p.m. around the square. Alan Nix said that he would like to give a vote of thanks to Jen Basham, Parks and Leisure Director, and she isn't here for her work on Bill Johnson Park. If you have not gone by there it looks really nice and you need to go by there. Jen, Jesus, and a number of other city employees worked very diligently on that and it is an excellent design, the Johnson family helped financially, the city, Keep Stephenville Beautiful, and Jay Mills donated, delivered, and set up the rocks that are in the perimeter of that, all of which makes it look very nice. It is an excellent addition to that part of the community. It is an excellent example of how beneficial a neighborhood park can be. I know people have complained about our ordinance that requires contributions such as that from developers, but that's an excellent example of what a good asset that is to the community. Thank you to all that were instrumental in getting that to come to pass. Brandon Huckabee just wanted to echo a great job with the voter turn out. It is good to see people active and involved and again to all you people here taking an active role in your city government and being involved. Thank you. Doug Svien said that he just wanted to add a comment regarding the park and that one of the people very instrumental in that, both physically and emotionally, was Mark McClinton and the City Of Stephenville Regular City Council Meeting - 06 Nov 2018 Page 6 of 7 work that you did to make that happen. I appreciate that and good leadership there. Thank you very much. XIII.
