City of Stephenville - Regular City Council Meeting
Tuesday, October 2, 2018 at 5:30 PM
The City Council of the City of Stephenville, Texas, convened on Tuesday, October 2, 2018, at 5:30 PM, in the
Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting,
with the meeting being open to the public and notice of said meeting, giving the date, time, place and
subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes
Annotated, with the following members present, to wit:

Mayor Svien called the meeting to order at 5:30 p.m.

IV. Regular Agenda
1. Citizens' General Discussion
No one came forward to address the council.
2. Consider Approval of a Professional Services Agreement with Pipeline Analysis, LLC for
Sanitary Sewer Basin 5 - Phase 2 West Evaluation Survey
MOTION by Alan Nix, second by Sherry Zachery, to approve the professional services
Fr1' agreement with Pipeline Analysis, LLC as presented.

f 3. Consider Acceptance of Proposal for Salary Survey
Monica Harris, Director of Finance, stated that four proposals were received and
evaluated. Management Advisory Group International scored the highest based on
evaluations performed by four individuals. Ms. Harris explained that this study would not
be based solely on job titles, but would evaluate job duties to determine compensation.
MOTION by Mark McClinton, second by Alan Nix, to approve the salary survey proposal
from Management Advisory Group International.

4. Consider Approval of Ordinance No. 2018-0-37 Approving the Stephenville Type B
Economic Development Authority FY2018-2019 Budget
MOTION by Mark McClinton, second by Brady Pendleton, to approve Ordinance No.
2018-0-37 approving the Stephenville Type B Economic Development Authority FY2018-
2019 budget.
MOTION CARRIED by the following votes:

Edward Carroll, applicant, is requesting a Rezone of 350 Morgan Mill Rd., being Lot
1A,1,2,3,4,5,6,7,8,9,10,11,12,13,14,15,16,17, &18, Block 1, Lot 19, Block 2, Lot 68, 69, &
70, Block 3, Lot 60, 61& 62, Block 4, Lot 63,64,658466, Block 5 track of the Starlite
Mobile Home Park, City of Stephenville, Erath County, Texas from Retail and
Commercial District (B-2) to Industrial District (1)
Mayor Svien opened the public hearing. No one came forward to speak in favor of or
opposition to the rezone.
2. Consider Approval of Ordinance No. 2018-0-_ Rezoning 350 Morgan Mill Road from
Retail and Commercial District (B-2) to Industrial District (1).
Jeremy Allen, Director of Planning and Building Services stated that the rezone received a
negative recommendation by the Planning and Zoning Commission.
MOTION by Carla Trussell, second by Alan Nix, to deny the rezoning of 350 Morgan Mill
Road.

(B-2)•
4. PUBLIC HEARING - CASE NO. RZ2018-008
The Planning and Zoning Commission is requesting a Rezone of 230 W College, being Lot
C, Block 8 track of the City Addition to the City of Stephenville, Erath County, Texas from
Restaurant with Alcohol District (B-S) to Downtown District (DT)
5. PUBLIC HEARING - CASE NO. RZ2018-009
The Planning and Zoning Commission is requesting a rezone of 190 W College, being Lot
A, Block 1 track of the City Addition to the City of Stephenville, Erath County, Texas
from Restaurant with Alcohol District (8-5) to Downtown District (DT).

The Planning and Zoning Commission is requesting a rezone of 966 W Washington,

Business District (B-2).

The Planning and Zoning Commission is requesting a rezone of 265 E Washington, being

The Planning and Zoning Commission is requesting a rezone of 1044 W Washington,
being Lot 5, Block 4 track of the College Hill Addition to the City of Stephenville, Erath
County, Texas from Restaurant with Alcohol District (B-5) to Retail and Commercial
Business District (8-2).
9. PUBLIC HEARING - CASE NO. RZ2018-013
The Planning and Zoning Commission is requesting a rezone of 2860 W Washington,
being Lot 2 (PT OF), Block 157 track of the City Addition to the City of Stephenville, Erath
County, Texas from Restaurant with Alcohol District (B-5) to Industrial District (1).
10. PUBLIC HEARING - CASE NO. RZ2018-014
The Planning and Zoning Commission is requesting a rezone of 832 E South Loop, being
Lot 5 (SUB 5;6;7;8), Block 75 track of the City Addition to the City of Stephenville, Erath
County, Texas from Restaurant with Alcohol District (B-5) to Industrial District (1).

The Planning and Zoning Commission is requesting a rezone of 2900 W Washington,

Industrial District (I).
15. PUBLIC HEARING - CASE NO. RZ2018-022
The Planning and Zoning Commission is requesting a rezone of the tenant lease space at
2847 W Washington, City of Stephenville, Erath County, Texas from Restaurant with
Alcohol (B-5) to Industrial District (1).
16. PUBLIC HEARING - CASE NO. RZ2018-023
The Planning and Zoning Commission is requesting a rezone of 2805 W Washington,
being Lot 5,7,8 &9, of the Washington Square Addition to the City of Stephenville, Erath
County, Texas from Restaurant with Alcohol (B-5) to Retail and Commercial Business
District (B-2).
17. PUBLIC HEARING - CASE NO. RZ2018-024
The Planning and Zoning Commission is requesting a rezone of 0 W Washington, being
Lot 3 (PT OF), Draper Addition to the City of Stephenville, Erath County, Texas from
Restaurant with Alcohol (B-5) to Retail and Commercial Business District (8-2).
Mayor Svien opened the public hearings. No one came forward to speak in favor of or
opposition to the rezones.
18. Consider Approval of Ordinance No. 2018-0-38 Rezoning the Above -Listed Properties
from the Restaurant with Alcohol District (B-5)
MOTION by Brady Pendleton, second by Carla Trussell, to approve Ordinance No. 2018-0-
38 rezoning properties from the Restaurant with Alcohol District (B-5).
MOTION CARRIED by the following votes:

39 creating a Tourism and Visitor Bureau Advisory Board.

2. Consider Approval of the City of Stephenville Vision Statement
Allen Barnes, City Administrator, presented the following vision statement for approval:
Stephenville's vision is to create a community that is ready for what the future holds. it
will be innovative, financially stable, safe, and attractive. Stephenville will remain the
family -oriented Cowboy Capital of the World and the City of Champions.
MOTION by Rhett Harrison, second by Sherry Zachery, to approve the city's vision
statement.
MOTION CARRIED by unanimous vote.
IX. Finance Committee

2. Consider Approval of Ordinance No. 2018-0-39 Adopting the City of Stephenville
Purchasing Policy
MOTION by Mark McClinton, second by Sherry Zachery, to approve Ordinance No. 2018-
0-40 adopting the City of Stephenville Purchasing Manual as presented.
MOTION CARRIED by unanimous vote.
X. MONTHLY BUDGET REPORT
Monica Harris, Director of Finance
Budget Report for the Period Ending August 31, 2018
Ms. Harris gave the following report:

In reviewing the financial statements ending August 31, 2018, the financial indicators are
as or better than expected.
Property Tax - We received $6K in property taxes in the month of August, resulting in a $526K
increase over funds collected through August 31st of last year. Erath County normally collects
99.85% of the property taxes for Stephenville through August; the amount collected this year is
1.16% over budget.
Sales Tax - received $571K in sales tax in August, resulting in $298K over the target budget
through August 31st. We have received $322K or 6.1% more than last year.
HOT Funds - We received 91% of budgeted revenues, which is $364K in Hotel Occupancy Taxes
through August as compared to $344K last year. We spent $339K in Hotel Occupancy Tax funds
through August as compared to $341K last year.
Revenue (Budgetary comparison) - The target budget for operating revenue is $22 million. We
received $23.4 million in revenue, resulting in $1.4 million over budget. This is a result of property
taxes, which are billed in October and due by January 31st, as well as sales and other taxes,
service charges, and investment interest.
Expenditures (Budgetary comparison) - The target budget for operating expenditures is $18.6
million. We expended $16.5 million, resulting in $2.1 million under budget.
Revenue (Prior year comparison) - Operating revenue received last year was $22.3 million as
compared to the current year's $23.4 million, resulting in a $1.1 million increase due to property
taxes, sales taxes, service charges, and investment interest.
Expenditures (Prior year comparison) - Operating expenditures last year were $16.45 million as
compared to the current year's $16.48 million, resulting in a $30K increase.
New Programs - $861,951 of the $875,000 for street pavement maintenance has been spent as of
August 31st
XI. Stephenville Type B Economic Development Authority Update
Jeff Sandford, Executive Director
Mr. Sandford updated the council on an ongoing initiative with soldiers entering the work force
from Fort Hood that would focus on workforce training and recruitment for Stephenville. Mr.
Sandford said that in the last month he was met with the Texas Department of Agriculture in
Austin, as well as several new developers.

XIV. Comments by Council members
Mark McClinton urged everyone to get the information they needed in order to be an informed
voter. Kudos to the Cowboy Capital Pro Rodeo Committee on their hard work for a great event -
he said it was a great show. This is the last weekend for the Downtown Farmer's Market, so
remember to go support them. Next weekend, October 13, is Bygone Days on the Bosque and
Sundown on the Square - it is a great opportunity to get out and visit with your neighbors. Phase
II of the Bosque River Trail will be dedicated on October 18, followed by a fun run and 5K. The
Sunday after Halloween will be the Spirit Walk through the cemetery.
Carla Trussell added that there will be two performances of the Spirit Walk, which is a joint effort
between the Stephenville Historical Museum and the Friends of the Dick Smith Library. The Erath
Republican Women's Association will be hosting city staff at their meeting on October 18 for
another review of the proposed Charter amendments. November 6 is the annual enchilada
dinner at the Episcopal Church and taco lunch.
Rhett Harrison thanked SEDA for the extra effort put into the budget this year.
Alan Nix also thanked SEDA for their work on the budget, and hopes that the process will become
easier as everyone becomes more familiar. He recognized Julie Smith, Tourism and Visitor
Manager, for her innovative ideas and hard work at getting people interested in visiting
Stephenville.
Brandon Huckabee thanked Julie for her efforts with the rodeo and said how great it was to see
Julie handing out mini cows and seeing the rodeo clowns also throwing out mini cows to the
crowd. He also thanked all of the rodeo organizers for their hard work on such a great event.
Haunted camping will take place on October 20 at the city park. Mr. Huckabee wanted to

recognize the passing of a friend, Daniel Delgado, and said that Daniel's dad said it best: "Daniel
was a ripple of love in a world that needed more love."
XV. EXECUTIVE SESSION
