City of Stephenville - City Council
Tuesday, October 5, 2015, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on October 6, 2015, at 5:30 p.m., in
the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code,
Vernon's Texas Codes Annotated, with the following members present, to wit:

I. Call to Order. The meeting of the Stephenville City Council was called to order at 5:30
p.m. on Tuesday, October 6, 2015, by Mayor Weldon. The mayor asked the community
to keep in thought and prayer the family of Doug Svien whose wife is recovering from
health issues. He also asked for prayers for Fire Department Battalion Chief Chuck
Elliott's daughter, Makayla Hart, who was seriously injured in a car accident. Weldon
said "the Lord performed a miracle to help her survive the accident and want her to
know that we are thinking about you and hoping for a full and quick recovery."
Upcoming events:
October 10 Bygone Days on the Bosque and the first of an annual event called
Sundown on the Square.
Lee Roy Parnell along with his brother, Rob, will perform at the Rec Hall
In a special "homecoming" concert.
II. Citizens' General Discussion.
Kyle McGregor, Vice President of Advancement and External Relations at Tarleton State
University, updated the council on construction schedules at Tarleton. He also reported
that the fall enrollment at Tarleton is 12,326 overall with 8,800 students at the
f Stephenville campus. The regional economic impact is $.5 billion. Two projects that are
very active are the "Traditions" student housing on the east side of Memorial Stadium

and Honors Hall at the corner of Vanderbilt and Lillian Streets. The Memorial Stadium
rehab has been approved by the Texas A&M University System at a cost of $24M.
McGregor stated that a Tarleton representative will make quarterly updates to the
council.
III. PLANNING AND ZONING COMMISSION --Consider Approval of the Final Plat of
Creekside Townhomes Addition
MOTION by Russ McDanel, second by Mark McClinton, to approve the final plat of
Creekside Townhomes Addition. MOTION CARRIED.
IV. Consider Approval of Bylaws of Stephenville Type B Economic Development Authority
MOTION by Alan Nix, second by Mark McClinton, to approve the bylaws with the
following addition, "The executive director shall not be a City employee, officer, or
member of the City Council of the City." MOTION CARRIED.
V. CONSENT AGENDA
Boyd Waggoner asked that Item A.I. be removed.
MOTION by Russ McDanel, second by Alan Nix, to approve Consent Agenda Items A.2.,
A.3., B., C. and D.
MOTION by Boyd Waggoner, second by Russ McDanel, to amend the minutes of the
September 1, 2015 minutes by removing from VII. the words, "there are no reductions
in services or programs and". MOTION CARRIED.

3. Special Council Meeting on September 15, 2015
B. Approve the Sale of City Property-2012 Chevrolet Caprice vehicles (2)
C. Consider Approval of Resolution No. 2015-R-15 Accepting the North Trail Link
Extension in City Park and Authorizing Final Payment
D. Consider Approval of Agreement Amendment No. 2 to the Lease Agreement for 536
acres with Rebecca Walker Et All on 536 acres, Erath County, Texas
VI. Comments by City Administrator
Interviews will be conducted for Planning and Building Services Director.
Regular Business Meeting October 6, 2015
Stephenville City Council
Finance Committee will meet on October 13, SEDA will meet on October 15, and
Electronics Recycling will be held on October 17.
VII. Comments by Council members
Mark McClinton mentioned the Martin houses in the park and applauded the Eagle
Scout, Nathan Miller responsible for that project.
Boyd Waggoner thanked the SEDA directors for their willingness to serve on that board.
Russ McDanel again encouraged everyone to take advantage of the activities downtown
this coming Saturday.
Jerry Warren said that he wanted to respond to statements made about him on "The
Flash". Warren stated, "Criticism comes with the job; but being called a liar, not so
much." Warren said the reporter heckled him and that he was under no obligation to
answer his questions. Warren said, "It wasn't me who lied, and I want that on the
record"
Mayor Weldon thanked Pat Bridges and TxDOT for updating the street signs at major
intersections.
Vill. EXECUTIVE SESSION. In compliance with the provisions of the Texas Open Meetings
Law, Subchapter D, Government Code, Vernon's Texas Codes, Annotated, in
accordance with Sec. 551.071(a) Consultation with Attorney; pending or contemplated
litigation— Stephenville City Electric, Inc., et al, v. City of Stephenville and Mark
Kaiser, Cause No. CV-33,030, 2661h Judicial District Court, Erath County, Texas
IX. Action taken on matters discussed in executive session (if necessary)
X. Adjourn. MOTION by Russ McDanel, second by Jerry Warren, to adjourn the meeting.
MOTION CARRIED at 6:52 p.m.
