The City Council of the City of Stephenville, Texas, convened on May 12, 2015, at 5:30 p.m., in the Council Chambers at Stephenville City Hall, 298 West Washington Street, for the purpose of a Special Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Jerry K. Weldon II Mayor Pro-Tem Russ McDanel Council members Casey Hogan Boyd Waggoner Doug Svien Brady Pendleton Alan Nix Sherry Zachery Jerry Warren Others Attending Pat Bridges, City Administrator Randy Thomas, City Attorney Cindy L. Stafford, City Secretary I. Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m. on Tuesday, May 12, 2015, by Mayor Weldon. Mayor Weldon announced that he has executed the following proclamation in recognition of National Police Week and Peace Officers' Memorial Day: "WHEREAS, the Congress and President of the United States have designated May 15ih as Peace Officers' Memorial Day, and the week in which May 15th falls as National Police Week; and "WHEREAS, the members of the law enforcement community of the City of Stephenville play an essential role in safeguarding the rights and freedoms of Stephenville; and "WHEREAS, it is importantthat all citizens knowand understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency, and that members of our law enforcement agency recognize their duty to serve the people by safeguarding life and property, by protecting them againstviolence and disorder, and by protectingthe innocent against deception and the weak against oppression; and "WHEREAS, the men and women of the Stephenville Police Department unceasingly provide a vital public service. Special Council Meeting May 12, 2015 Stephenville City Council "NOW, THEREFORE, I, Jerry K. Weldon 11, Mayor of the City ofStephenviIle, on behalf of the Stephenville City Council, call upon all citizens and upon all patriotic, civic and educational organizations to observe the week of May 10-16, 2015, as Police Week in the City of Stephenville. "I further call upon all citizens of the City of Stephenville to observe Friday, May 151h as Peace Officers' Memorial Day in honor of those law enforcement officers who, through their courageous deeds, have made the ultimate sacrifice in service to their community or have become disabled in the performance of duty, and let us recognize and pay respect to the survivors of our fallen heroes." II. Canvass Election Results of May 9, 2015 City Election and Consider Passing Ordinance No. 2015-09 Mayor Weldon appointed Boyd Waggoner, Doug Svien, and Russ McDanel to serve as the Canvass Committee to oversee the canvass of the votes from the May 9, 201S election. After deliberation, the committee reported the results of the election. MOTION by Russ McDanel, second by Casey Hogan, to approve Ordinance No. 2015-09. MOTION CARRIED. III. Recognize Outgoing Council Members Casey Hogan and Brady Pendleton n Mayor Weldon presented a plaque to Casey Hogan, who said that he has appreciated the IC I opportunity to serve the citizens of Stephenville. Hogan said, "Public service has been important to me since I was a little kid." He said that he is proud of the work that has been accomplished by the council and that he is grateful to have been a part of that process. Specifically, he said he is proud of the measures that have been taken to benefit the city employees. In closing, Hogan said he was grateful that he was able to serve on the council with his best friend, Brady Pendleton, and thanked Brady and his wife, Lisa, for their support. Mayor Weldon presented a plaque to Brady Pendleton, who thanked his wife and children for their support and sacrifice. He thanked the city employees, saying, "They are our greatest asset." He wished good luck to the newly elected council members. He expressed appreciation for the opportunity to serve with Casey Hogan. Pendleton said "it's just a lot more fun when you get to work with your best friend." He said that he always voted and always tried to do what was right for the citizens of Stephenville. IV. Oath of Office of Newly Elected Council Members City Secretary, Cindy Stafford, administered the oath of office to Mark McClinton, Place 1; Rhett Harrison, Place 5; and Sherry Zachery, Place 7. Each one of the newly -elected council members thanked the voters for their support and pledged to do their best in serving the citizens. Special Council Meeting May 12, 2015 Stephenville City Council V. Consider Approval of a Contract with NextLink to Allow for Leasing Antenna Space on City Water Towers Steve Burks with NextLink made a brief presentation saying that the company has been serving rural communities —bringing high-speed internet—since 2012. They currently serve all campuses of the Stephenville ISD. MOTION by Russ McDaniel, second by Alan Nix, to approve the contract with NextLink, subject to final approval by City Attorney Randy Thomas. MOTION CARRIED. VI. Hearing under Section 112.10 "Appeal from Denial or Revocation of Permits" requested by Spartan Construction and Roofing Mayor Weldon called on the following citizens who had requested time to speak concerning the issue of the influx of contractors and roofers as a result of the recent storms: Joe Don Slawson, representing Slawson Roofing, 101 Jason Court, Stephenville, Texas, thanked the council members for their service and complimented Police Chief Jason King and his department for their efforts in enforcing the codes and protecting the citizens during the aftermath of the storms. Sara Vanden Berg, 2626 CR 428, Stephenville, Texas, managing editor of the Stephenville Empire -Tribune, said that her mother came close to being a victim of an unrelenting, unscrupulous, out-of-town roofing company. She also thanked the council and the police department for their efforts in protecting the citizens. Mayor Weldon opened a public hearing. No one came forward to speak, and the mayor closed the public hearing. Police Chief Jason King briefed the council concerning Spartan Construction and Roofing. King reported that representatives of the company had placed ads on residents' doors prior to filing any paperwork with the department. Once contacted, four employees completed applications for permits; however, they continued soliciting business without a permit. These representatives were informed that their applications were denied and any future applications filed under this company's name would also be denied. MOTION by Boyd Waggoner, second by Mark McClinton, to deny the issuance of any solicitor's permit to Spartan Construction and Roofing within a six-month period of time, effective April 28. MOTION CARRIED. VII. Adjourn. MOTION by Russ McDanel, second by Alan Nix, to adjourn the meeting. MOTION CARRIED and the meeting was adjourned at 6:34 p.m. C. JeK.
