City of Stephenville - City Council
TUESDAY, FEBRUARY 6, 1996 - 6:30 P.M.
The City Council of the City of Stephenville, Texas, convened on February 6, 1996, at 6 : 3 0
p.m., in the Council Chambers at City Hall, 354 N. Belknap Street, for the purpose of a Citizens
General Discussion Meeting, with the meeting being open to the public and notice of said meeting,
giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551,
Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit:

Mayor Lohrmann called the meeting to order at 6 : 3 0 p.m. and declared a quorum
present.
He CITIZENS GENERAL DISCUSSION
Brian Whitecotton, 220 Davis Avenue, Stephenville, Texas, addressed the Council on
behalf of the Tarleton State University ROTC Department. This department is
requesting a variance to the Firearms Ordinance in order to allow them to fire blank
rounds from their weapons while conducting training in the city parks. He stated that
Tarleton ROTC has conducted these field training events utilizing blanks in both the
City Park and the Optimist Jaycee Park for many years. Mayor Lohrmann advised
Mr. Whitecotton that this issue would be referred to the Public Health and Safety
Committee for further study, and he would be notified of that committee's next
meeting.

Whitecotton also informed the Council that as a result of the Council's participation
in a recent campaign that threatened to close the ROTC program at Tarleton, he had
been notified by U.S. Representative Charles Stenholm that the closure of this
department has been postponed pending further review of the situation.
Elizabeth Zickefoose, 970 North McCart, Stephenville, Texas, expressed her concern
about solicitors making house calls in the evening hours. She requested the Council
to review the Peddlers and Solicitors Ordinance. Mayor Lohrmann referred this
matter to the Public Health and Safety Committee for review at the next meeting.
Brenda Kay Smith, P. 0. Box 525, Stephenville, Texas, informed the Council that
she was attending the meeting to gather information for a paper she will write for Dr.
Jeremy Curtoys' Texas Government course she is taking at Tarleton State University.
Mayor Lohrmann recognized several Boy Scouts and Girl Scouts who were attending
the meeting in order to meet requirements of certain merit badges.
XIV. ADJOURN
There being no other business to come before the Council at this time, Mayor
Lohrmann adjourned the meeting at 6 : 5 3 p.m.
