The City Council of the City of Stephenville, Texas, convened in special session on August 23, 1989 at 7:00 a.m. in the Council Chambers of City Hall , 354 N. Belknap, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Article 6252-17, Section 3A, V.T.C.S. , with the following members present, to wit: Mayor: George Swearingen Y 9 9 Mayor Pro Tem: Bob Self Helen Martin Vicki L. Truss Ray Reynolds James L. McSwain Jim Bostic Joel M. Hillin Absent: None Others Attending: Charlene Young Acting City Administrator Betty Chew Acting City Secretary Joseph Chandler City Attorney Mayor George Swearingen called the meeting to order and declared a quorum pre- sent. 89-08-214: DISCUSS THE TAX RATE FOR FISCAL YEAR 1989-90 AND TAKE A RECORD VOTE. After some discussiion, Helen Martin made the motion, seconded by Jim McSwain, to increase the tax rate 5.91% and the tax rate will be $.4692 per $100.00 valuation. The motion carried by the following vote: AYES: Bob Self, Helen Martin, Ray Reynolds, Jim McSwain and Joel Hillin. NOES: Vicki Truss, Jim Bostic and Mayor George Swearingen. Helen Martin made the motion, seconded by Joel Hillin, to set Tuesday, September 5, 1989 at 7:00 P.M. in Council Chambers at City Hall , 354 N. Belknap Street, as the date, time and place for a public hearing on the tax rate for the tax year 1989. The motion carried UNANIMOUSLY. 89-08-214: SCHEDULE DATE FOR A PUBLIC HEARING TO CONSIDER THE PROPOSED 1989-90 BUDGET. Helen Martin made the motion, seconded by Joel Hillin, to set Thursday, August 31, 1989 at 7:00 p.m. in Council Chambers at City Hall , 354 N. Belknap Street, as the date, time and place for a public hearing to consider the proposed 1989-90 budget. The motion carried UNANIMOUSLY. 89-08-215: APPOINTMENT OF CITY REPRESENTATIVE TO COMMITTEE ON AGING. Mayor Swearingen opened the floor for nominations for persons to serve as the city representative to the Erath County Committee on Aging. Helen Martin nominated Gretchen Walker, seconded by Vicki Truss. Mayor Swearingen nominated Barbara Schmidt, seconded by Jim Bostic. After some discussion, Mayor Swearingen withdrew his nomination and Jim Bostic withdrew his second. 244 Nominations ceased. Question was called on the nomination of Gretchen Walker by Helen Martin, seconded by Vicki Truss. The motion carried UNANIMOUSLY. There being no other business to come before the Council at this time, Mayor Swearingen adjourned the meeting at 7:30 A.M.
