HomeMy WebLinkAbout1989-07-19 - Special City Council MINUTES OF SPECIAL MEETING City of Stephenville - City Council WEDNESDAY, JULY 19, 1989 - 6:00 P.M. The City Council of the City of Stephenville, Texas, convened in special session on Wednesday, July 19, 1989 at 6:00 p.m. in the Council Chambers of City Hall , 354 N. Belknap, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Article 6252-17, Section 3A, V.T.C.S. , with the following members present, to wit: Mayor: George Swearingen Mayor Pro Tem: Bob Self Vicki L. Truss Ray Reynolds James L. McSwain Jim Bostic Joel M. Hillin Absent: Councilmembers Helen Martin & Allen Horne Others Attending: Charlene Young Substitute City Administrator Joyce Pemberton City Secretary Randy Thomas Assistant City Attorney Mayor George Swearingen called the meeting to order and declared a quorum pre- sent. 89-07-181: CONSIDER REQUEST FROM MRS. BARBARA NIX TO LEASE TO THE CITY OR SELL TO THE CITY THE BUILDING ON THE NORTHWEST CORNER OF THE WASHINGTON- BELKNAP INTERSECTION (J.C.PENNEY'S BUILDING. Mrs. Barbara Nix, representing Dr. and Mrs. Jim Terrell , Bill Nix and herself as owners of the building at the northwest corner of the Wash- ington-Belknap intersection (the J.C. Penney building) . Mrs. Nix proposed leasing the property which includes 8,853 sq.ft on the ground floor with an additional 1,420 sq.ft. on the mezzanines. This space is air conditioned. An additional 6,693 sq.ft. of storage space is on the second floor. They would lease this space for $1,500 per month on a five year lease with options which might be negotiated later. Mrs. Nix also proposed selling the property to the City for the Central Appraisal District' s value of $206,539 and would carry a note of 90% of to selling price. She suggested a note for a maximum of ten years with monthly payments of principal and interest at a floating interest rate of 75% of the lower prime rate quoted daily in the southwest edition of The Wall Street Journal . Mayor George Swearingen, with the consent of the Council , assigned this item to the Planning & Development Committee for further study. 89-07-182: CONSIDER REQUEST FROM MR. N. L. GORDON TO SELL OR TRADE HIS HOUSE AND LAND TO THE CITY, BEING LOT 12, BLOCK 19, SOUTH SIDE ADDITION, KNOWN AS 1717 GROESBECK. Mr. Gordon was not present to make his proposal to the City Council . Mr. Gordon had indicated in his letter he thought his property was in the proposed right-of-way for the Harbin Drive Extension. Also that he would like to sell or trade the property to the City. He prefers to trade. Mr. Carroll Gentzel of the City' s Planning & Inspections Dept. addressed the Council stating that the State Department of Highways 233 and Public Transportation has not presented the City with a definite route the Harbin Drive Extension will take. Mr. Gentzel cautioned the Council against any purchase of property in this area until the SDHPT has given the City a stated route the Harbin Drive extension will take as it could endanger any funding the City might receive. Mayor George Swearingen, with the consent of the Council , assigned this item to the Planning & Development Committee for further study. 89-07-183: CONSIDER RECOMMENDATION FOR THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION FOR THE CITY TO REQUEST A DOWNTOWN TRAFFIC FLOW STUDY. Substitute City Administrator Charlene Young advised the Council that Mr. Marc McEndree of the SDHPT had called her and told her the SDHPT would like to do a traffic flow study in downtown Stephenville. He also asked that the City write the Highway Dept. requesting said study. Councilmember Joel Hillin made the motion, seconded by Councilmember Bob Self, that Mrs. Young draft a letter to the SDHPT requesting said traffic flow study in downtown Stephenville. The motion carried UNANIMOUSLY. 89-07-184: Mayor George Swearingen recessed the open session of the City Council and called the Council into EXECUTIVE SESSION as provided in the Texas Open Meetings Act, V.T.C.S. , Article 6252-17, Section 2(g) for the purpose of discussing matters relating the City Administrator' s appointment and related matters. Mayor George Swearingen reconvened the City Council into open session. There was no action taken on matters discussed in executive session.
