OFFICERS TRAINING PROGRAM FOR THE POLICE DEPARTMENT OF THE CITY OF
STEjmvILLE IN ACCORDANCE WITH ARTICLES 143.043 AND 143.113 OF THE LOCAL
GOVERNMENT CODE OF THE STATE OF TEXAS; PROVIDING FOR FIELD TRAINING
OFFICERS FROM THE DEPARTMENT; PROVIDING THAT THE OFFICERS SELECTED AS
FIELD TRAINING OFFICERS ATTEND CLASSES TO RECEIVE TRAINING IN THE PROPER
TECHNIQUES AND USE OF THE FIELD OFFICER TRAINING MANUAL TO EVALUATE THE
NEW RECRUITS; EACH FIELD TRAINING OFFICER WILL TRAIN THE RECRUIT FOR FIVE
WEEKS WITH THE FIRST OFFICER ASSIGNED TO SPEND TWO ADDITIONAL WEEKS WITH
THE RECRUIT AS AN OBSERVER; PROVIDING FOR EVALUATION REPORTS DAILY, WHICH
REPORTS ARE TO BE REVIEWED BY SUPERVISORS IN THE DEPARTMENT; PROVIDING
THAT EACH FIELD TRAINING OFFICER WILL RECEIVE AS ASSIGNMENT PAY THE SUM
OF $100.00 FOR EACH RECRUIT TRAINED; AND THE HEAD OF THE POLICE
DEPARTMENT IS NOT ELIGIBLE FOR SUCH PAY.
RE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENV ILLE :
Section One
As authorized by the City Administrator, there shall be created a
Field Officers Training program for the Police Department of the City of
Stephenville in accordance with Articles 143.043 and 143.113 of the Local
Government Code of the State of Texas to be administrated by the
Department as hereinafter set out.
Section Two
Three field
training officers shall be selected for
the training of
each new recruit.
Their selection shall be based upon
evaluations of
these officers by
their supervisors in the Department.
Those selected
shall be from the
highest qualified officers in the Department. Those
selected shall be
required to attend classes to receive training in
proper techniques
in the Field Training Officers Manual
to evaluate the
recruits.
Section Three
Each field training officer shall work with the training of the
recruit for a period of five weeks. Each training officer will make an
evaluation report daily in written form. The recruit will be required to
work in each of the three shifts --mornings, evening and nights. At the
end of the fifteen (15) weeks the field training officer who worked with
the recruit for the first five ( 5 ) weeks will spend two ( 2 ) weeks with
the recruit, allowing the recruit to handle situations that may arise
including police calls. Upon completion of tthe 17-week period, the
trainee is evaluated by supervisors in the Department and recommendation
is then made to continue his employment or terminate it. Each new
recruit is on a probationary status for one year.
Section Four
Each training officer will receive the sum of $100.00 as assignment
pay for training each recruit trained. The head of the Police Department
is not eligible for such pay.
Section Five
This ordinance shall go into effect immediately from and after its
passage.
