HomeMy WebLinkAbout3/16/2010 - P&Z Meeting Minutes MINUTES OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF STEPHENVILLE, TEXAS, HELD ON, WEDNESDSAY, March 16, 2011 – 5:30 P.M. The regular meeting of the Planning and Zoning Commission of the City of Stephenville was called to order by Chairman Alisa Starbird, with the following members present: Chairman: Alisa Starbird Members: Dell Burdick Caryl Chilton Metta Collier Matt Harpole Richard Petronis Jerry Warren Janet Whitley and with the following members absent: Deanna Glasgow, and Tawnya Doggett. Also attending was Director of Community Development Betty Chew, and others. ITEM I: PUBLIC HEARING TO CONSIDER REQUEST TO REZONE FROM B-1 “NEIGHBORHOOD BUSINESS DISTRICT” TO B-2 “RETAIL AND COMMERCIAL BUSINESS DISTRICT”, LOT 18, BLOCK 63, CITY ADDITION, KNOWN AS 252 EAST TARLETON STREET. Following the public hearing the application was withdrawn as the uses that would have required rezoning will not to be established on the property and rezoning was not necessary. ITEM II: CONSIDER FINAL PLAT TRAWEEK ADDITION – PHASE 2, BEING 5.58 ACRES OF THE JARRETT MENEFEE SURVEY, ABSTRACT 520, ERATH COUNTY, TEXAS. Betty Chew, Director of Community Development addressed the Commission stating, James and John Traweek are the owners of this 5.58 acre tract of land. The owners are presenting a final plat for a five lot residential subdivision. The property carries an R-1 “Single Family Residential District” zoning classification. Lots 1, 2, and 5 will be served from an existing 8 inch water main, located in the Prairie Wind Boulevard right of way. Lots 3 and 4 will be served by extension of an existing six inch water main, located in the Spring Meadow Street right of way, when the lots develop. The developer will install appropriate size water taps to serve each lot. Two additional fire hydrants will be installed, by the developer, to provide fire protection in accordance with ISO regulations. One hydrant will be installed at the end of the Spring Meadow Street right of way and the second in the Prairie Wind Boulevard right of way. The subdivision will be served from an existing twelve inch sanitary sewer main which is located in an existing twenty foot utility easement. Development of the lots will require installation, by the developer, of appropriate sized sanitary sewer taps to serve each lot. The subdivision will be served from two street rights of way. The development of Lots 3 and 4 will require an extension of Spring Meadow Street, a fifty foot local street. The extension of Spring Meadow will terminate with a cul-de-sac. Prairie Wind Boulevard, a sixty foot right of way, will serve Lots 1, 2, and 5. A sixteen foot utility easement is proposed at the rear of Lots 1 through 3. An eight foot utility easement is proposed at the rear of Lots 4 and 5. An existing twenty foot sanitary sewer easement crosses the subdivision. Storm water flows from the south, west, and east to the middle of the subdivision, to the drainage easement. The water flow in the drainage easement flows to the north, to the Bosque River Branch. Detailed drainage improvements plans will be submitted and approved for development of each lot. The Community Development Staff has reviewed the Final Plat of Traweek Addition – Phase Two and determines it complies with the requirements of the Subdivision Ordinance for a final plat and recommends approval. Following commission discussion Commissioner Whitley made the motion to recommend to the City Council that the Final Plat of Traweek Subdivision Phase 2 being 5.58 acres of the Jarrett Menefee Survey, abstract 520, Earth County, Texas be approved as presented. Commission Chilton seconded the motion. The motion carried by the following vote: AYES: All members presented voted aye. NOES: None. There being no other business to come before the Commission, the meeting adjourned at 6:25 p.m. _______________________________________________ Alisa Starbird, Chairman
