MINUTES OF THE PLANNING AND ZONING COMMISSION
OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON,
WEDNESDSAY, NOVEMBER 17, 2010 – 5:30 P.M.
The regular meeting of the Planning and Zoning Commission of the City of Stephenville was called to
order by Chairman Don Douglas, with the following members present:
Chairman: Don Douglas
Members: Dell Burdick
Caryl Chilton
Tawnya Doggett
Deanna Glasgow
Matt Harpole
Alisa Starbird
Jerry Warren
Janet Whitley
and with the following member absent: Metta Collier.
Also attending was Director of Community Development, Betty Chew, and others.
ITEM I: CONSIDER FOR APPROVAL MINUTES OF SEPTEMBER 15, 2010 MEETING.
Commissioner Chilton made the motion to approve the minutes of the
September 15, 2010 meeting as written. Commissioner Glasgow seconded the
motion. The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None.
ITEM II: CONSIDER FOR APPROVAL MINUTES OF OCTOBER 20, 2010 MEETING.
Commissioner Starbird made the motion to approve the minutes of the October
20, 2010 meeting as written. Commissioner Whitley seconded the motion. The
motion carried by the following vote:
AYES: All members present voted aye.
NOES: None.
ITEM III: PUBLIC HEARING TO CONSIDER REQUEST TO REZONE FROM I “INDUSTRIAL
DISTRICT” TO R-2 “ONE AND TWO FAMILY RESIDENTIAL DISTRICT”, PART OF
LOT 1, BLOCK 92, CITY ADDITION, LOCATED AT 1485 NORTH BATES AVENUE.
Betty Chew, Director of Community Development, addressed the Commission
stating Vickie McNeill is the owner of this 1.7 acre tract of land located at 1485
North Bates Avenue. The owner is requesting a change of zoning from I
“Industrial District” to R-2 “One and Two Family Residential District”. The
comprehensive plan’s projected land use is residential. There is an existing
single family residence located on the property. The property is served from a
six inch water main and a six inch sanitary sewer main, both located in the North
Bates Avenue right of way. The property has frontage on North Bates Avenue, a
fifty foot right of way. Fire protection is provided from an existing fire hydrant
located on the northwest corner of East Park Street and North Bates Avenue.
The property for which R-2 zoning is requested is bound to the north and south
by I “Industrial District” zoning, to the east by B-2 “Retail and Commercial
Business District” zoning and to the west by R-2 “One and Two Family
Residential District” zoning.
Chairman Douglas opened the public hearing.
THOSE IN FAVOR OF ZONING REQUEST:
Davonna McNeill, owner of the property, addressed the Commission stating she
and her sister are having difficulty selling their parent’s home with the Industrial
zoning classification. Ms. McNeill said their realtor had suggested they seek
rezoning.
THOSE OPPOSED TO ZONING REQUEST:
None.
There being no one else present wishing to address the Commission regarding
this agenda item, Chairman Douglas closed the public hearing.
Commissioner Whitley made the motion to recommend to the City Council that
the request to rezone from I “Industrial District” to R-2 “One and Two Family
Residential District” Part of Lot 1, Block 92, City Addition, be approved.
Commissioner Doggett seconded the motion. The motion carried by the
following vote:
AYES: All members present voted aye.
NOES: None.
ITEM IV: PUBLIC HEARING TO CONSIDER COMMENTS REGARDING AMMENDING THE
CITY OF STEPHENVILLE ORDINANCE BY ADDING SECTION 6.7 DT
“DOWNTOWN DISTRICT” ZONING CLASSIFICATION.
Betty Chew, Director of Community Development, addressed the Commission
stating the “Downtown District” zoning classification “draft” incorporates the
changes recommended by the Commission at the previous meeting. The
ordinance has been placed on the City’s webpage for review by the public.
Chairman Douglas opened the public hearing.
THOSE IN FAVOR OF ZONING ORDINANCE AMMENDMENT:
None.
THOSE OPPOSED TO ZONING ORDINANCE AMMENDMENT:
None.
There being no one present wishing to address the Commission regarding this
agenda item, Chairman Douglas closed the public hearing. Following
commission discussion, Commissioner Whitley made the motion to recommend
to the City Council that the zoning ordinance be amended by added Sect 6.7 DT
“Downtown District” zoning classification with the addition of asphalt paving
being included as an allowable material for parking lots constructed in the
district. Commissioner Burdick seconded the motion. The motion carried by the
following vote:
AYES: All members present voted aye.
NOES: None.
There being no other business to come before the Commission the meeting
adjourned at 6:10 p.m.
