MINUTES OF THE PLANNING AND ZONING COMMISSION
OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON,
WEDNESDSAY, JULY 21, 2010-5:30 P.M.
The regular meeting of the Planning and Zoning Commission of the City of Stephenville was called to
order by Vice Chairman Dell Burdick, with the following members present:
Vice Chairman: Dell Burdick
Members: Caryl Chilton
Deanna Glasgow
Alisa Starbird
Jerry Warren
Janet Whitley
Don Douglas (6:00 p.m.)
and with the following members absent: Metta Collier, Tawnya Doggett, and Matt Harpole.
Also attending was Director of Community Development, Betty Chew, and others.
ITEM I: CONSIDER FOR APPROVAL MINUTES OF JANUARY 20, 2010 MEETING.
Commissioner Whitley made the motion to approve the minutes of the January
20, 2010 meeting as written. Commissioner Starbird seconded the motion. The
motion carried by the following vote:
AYES: All members present voted aye.
NOES: None.
ITEM II: CONSIDER FOR APPROVAL MINUTES OF JUNE 16, 2010 MEETING.
Commissioner Starbird made the motion to approve the minutes of the June 16,
2010 meeting as written. Commissioner Glasgow seconded the motion. The
motion carried by the following vote:
AYES: All members present voted aye.
NOES: None.
ITEM III: PUBLIC HEARING TO CONSIDER REQUEST TO REZONE FROM B-2 “RETAIL AND
COMMERCIAL BUSINESS DISTRICT” TO R-3 “MULTILPLE FAMILY RESIDENTIAL
DISTRICT” LOTS 1, (SUB 3A) AND (SUB3B); LOT 33; SOUTH SIDE ADDITION,
LOCATED AT 1570 AND 1580 WEST HYMAN STREET.
Betty Chew, Director of Community Development addressed the Commission
stating, the property owners are requesting a change of zoning from B-2 Retail
and Commercial Business District to R-3 Multiple Family Residential District for
these properties. The applicants request is based on the neighborhood being
developed primarily with residential uses. There are existing single family
dwellings located on the properties. The Comprehensive Plan’s projected land
use is residential. The proposed R-3 zoning will bring the existing single family
dwelling into compliance as “permitted” uses. The properties are served by six
inch water and six inch sanitary sewer mains located in the Hyman Street right
of way. The properties have frontage on Hyman Street. The properties for which
R-3 zoning is requested are bound to the south and east by B-2 zoning and to
the north and west by R-3 zoning.
Vice Chairman Burdick opened the public hearing.
THOSE IN FAVOR OF ZONING REQUEST: NONE
THOSE OPPOSED TO ZONING REQUEST: NONE
There being no one present wishing to address the Commission regarding this
agenda item, Vice Chairman Burdick closed the public hearing.
Commissioner Whitley made the motion to recommend to the City Council that
the request to rezone from B-2 “Retail and Commercial Business District” to R-3
“Multiple Family Residential District” Lots 1, (Sub3A) and (Sub3B); Block 33;
South Side Addition, be approved. Commissioner Glasgow seconded the motion.
The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None
There being no other business to come before the Commission the meeting
adjourned to work session at 6:00 p.m.
