HomeMy WebLinkAbout6/16/2010 - P&Z Meeting Minutes MINUTES OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF STEPHENVILLE, TEXAS, HELD ON, WEDNESDSAY, JUNE 16, 2010-5:30 P.M. The regular meeting of the Planning and Zoning Commission of the City of Stephenville was called to order by Chairman Don Douglas, with the following members present: Chairman: Don Douglas Members: Dell Burdick Caryl Chilton Metta Collier Matt Harpole Alisa Starbird Janet Whitley and with the following members absent: Tawnya Doggett, Deanna Glasgow, and Jerry Warren. Also attending was Director of Community Development, Betty Chew, and others. ITEM I: PUBLIC HEARING TO CONSIDER REQUEST FOR A PD “PLANNED DEVELOPMENT DISTRICT” CLASSIFICATION FOR A 2.46 ACRE TRACT OF LAND SITUATED IN THE JOHN BLAIR SURVEY, LOCATED ON SULLY COURT. Betty Chew, Director of Community Development addressed the Commission stating, Lake Granbury Developers, represented by Trent Gay, is the owner of this 2.46 acre tract of land. They are requesting a change of zoning from R-1 “Single Family Residential District” to PD “Planned Development District” zoning for One Garden Place, Phase 2. The development will extend Sully Court to the north and connect with Maple Lane. One Garden Place Addition was approved as a Planned Development District in 1996. The owners are proposing to continue developing this property with 22 single family zero lot line residential lots. Each lot contains approximately 3,250 square foot of area. Trent Gay will serve as the project manager for the development. Consulting Environmental Engineers is the project engineer. The cul-de-sac on the north end of Sully Court will be removed with the street being extended to the north. Lots 24 and 25 will be developed with the elimination of the cul-de-sac. The proposal outlines the development standards for this planned development. These will be the same standards and the same covenants that were approved with Phase 1 of the One Garden Place Addition. The project provides a compatible transition between adjacent, existing conventional single family residential developments and provides a transition for the extension of future single family developments into adjacent undeveloped areas. The properties for which PD zoning is requested are bound to the north, east, and west by R-1 zoning and to the south by PD zoning. The Community Development staff has reviewed the plat and planned development requests and recommends approval as presented. Chairman Douglas opened the public hearing. THOSE IN FAVOR OF ZONING REQUEST: None. THOSE OPPOSED TO ZONING REQUEST: None. There being no one present wishing to address the Commission regarding this agenda item, Chairman Douglas closed the public hearing. The Commission discussed thoroughfares and access to the subdivision. Commissioner Harpole made the motion to recommend to the City Council that the request for a PD “Planned Development District” classification for 2.46 acres of the John Blair Survey, located on Sully Court be approved as presented. Commissioner Collier seconded the motion. The motion carried by the following vote: AYES: Commissioners Chilton, Burdick, Harpole, Collier, and Chairman Douglass. NOES: Commissioners Starbird and Whitley. ITEM II: DISCUSS STREET NAMING FOR COUNTY ROAD 257 WITHIN THE CITY LIMITS OF STEPHENVILLE. Betty Chew, Director of Community Development addressed the Commission stating, the City has received a request to rename County Road 257 inside the City. This is a street in the City limits, which still carries a county road number. It is located on the west side of town, south of West Washington Street and runs north and south from Washington Street to the city limits. The proposed street names City staff has received are South Huston Avenue or South Rolling Oak Road. The Planning and Zoning Commission will need to forward a recommendation to the City Council. Rita Freels, addressed the Commission stating there were other names that could be considered for this street and that she is opposed to renaming the road Huston Avenue. Ms. Freels stated in the past the road had been known as Peach Orchard Road, when there was a peach orchard at the end of right of way. James Meyers, addressed the Commission stating Erath Excels Academy is being constructed on this roadway and that Weldon Huston has been instrumental in moving the school to this location. Mr. Meyers stated he would like to see the roadway named Huston Avenue. Debbie Smith, addressed the Commission stating she would like to see the street named for Mr. Huston who has been instrumental in the establishment of Erath Excels Academy. Cathy Smith, addressed the Commission stating she was also in support of renaming County Road 257 to Huston Avenue. Helen Maupin, addressed the Commission stating that she lived outside the city limits and her property would continue to be on County Road 257. Ms. Maupin stated she did not want her street name changed and would like to see the street numbered instead of being changed to a name. Mrs. Maupin also stated she opposed naming the street South Huston Avenue. Marina McCoy, addressed the Commission stating she is opposed to naming the street South Huston Avenue. She offered the suggestion of naming it Mobley Road. Carol Taylor, addressed the Commission stating she is in favor of naming the street in front of Erath Excels Academy, South Huston Avenue. Daniel Ramirez, addressed the Commission stating he was in favor of naming the street in front of Erath Excels Academy, South Huston Avenue. Gail Rush, addressed the commission stating she was in favor of naming the street in front of Erath Excels Academy, South Huston Avenue. Mathew Lewis, stated he would like to see the street in front of Erath Excels Academy named South Huston Avenue as Weldon Huston has been instrumental in the development of Erath Excels Academy. Commissioner Whitley made the motion to rename County Road 257 to Rolling Oak Road. Commissioner Chilton seconded the motion. The motion failed to carry by the following vote: AYES: Commissioners Whitley, Chilton, and Starbird. NOES: Commissioners Burdick, Harpole, Collier, and Chairman Douglass. Commissioner Chilton made the motion to rename County Road 257 to Peach Orchard Road. Commission Whitley seconded the motion. The motion carried by the following vote: AYES: Commissioners Whitley, Burdick, Chilton, Starbird, and Chairman Douglas. NOES: Commissioners Harpole, and Collier.
