The City Council of the City of Stephenville, Texas, convened on Tuesday, June 2, 2020, at 5:30 PM, in the
Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting,
with notice of said meeting, giving the date, time, place and subject thereof, having been posted as
prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following
members present, to wit:

Call to Order
Mayor Svien called the meeting to order at 5:30 p.m.
II. Pledges of Allegiance
Assistant City Manager Jason King led the Pledges of Allegiance.
III. COVID-19
1. Consider Approval Reopening of City Facilities as it Relates to the Local State of Disaster
Due to Public Health Emergency
Jen Basham, Director of Parks and Leisure Services, requested that the following park
facilities be reopened: ball fields, restrooms, concession stands, and playgrounds. Ms.
Basham also recommended that the Senior Center remain closed, but continue curbside
programming and luncheons through the end of the fiscal year.
MOTION by Ricky Thurman, second by Brandon Huckabee, to approve the reopening city
facilities as presented.
MOTION CARRIED by unanimous vote.
2. Consider Approval of Stephenville Tourism and Visitors Bureau COVID-19 Co -Marketing
Program
Julie Smith, Tourism and Visitors Bureau Manager, presented council with a co -marketing
plan for local tourism -related businesses to assist with COVID-19 recovery. The program
would allow the Stephenville Tourism and Visitors Bureau to reimburse businesses for
social media marketing up to $50 per month for a maximum of two months. Businesses
_. must target their social media advertisements outside of a 50-mile radius of Stephenville.
The co -marketing funds would be disbursed on a first -come, first -served basis.
MOTION by Brandon Huckabee, second by Gerald Cook, to approve allocating $10,000 to
the Tourism and Visitors Bureau Co -Marketing Program .
MOTION CARRIED by unanimous vote.
3. Consider Approval of a Promotional Partnership with The Day Tripper
Julie Smith, Tourism and Visitors Bureau Manager, presented council with an advertising
partnership opportunity with "The Day Tripper" to promote the Stephenville Fourth of
July Celebration through a social media campaign, which would market Stephenville to a
statewide audience. The campaign will include information about the Fourth of July
events, sample itineraries encouraging people to stay in Stephenville for the holiday
weekend, and would showcase local businesses.
MOTION by Justin Haschke, second by Brandon Huckabee, to approve a promotional
partnership with The Day Tripper.
MOTION CARRIED by unanimous vote.
IV. Parks and Leisure Services Committee Report

1. Committee Report
Council member Nick Robinson gave the committee report.
2. Consider Approval of Bid for Recreation Hall Electrical Upgrades
MOTION by Brandon Huckabee, second by Alan Nix, to approve a contract with Rodeo
Electric for electrical upgrades to the Recreation Hall.
MOTION CARRIED by unanimous vote.
V. Finance Committee

Council member Mark McClinton gave the committee report.
2. Consider Approval of an Ordinance Approving 3rd Quarter Budget Adjustments for
FY2019-2020 Budget
MOTION by Mark McClinton, second by Nick Robinson, to approve Ordinance No. 2020-0-
20 approving third quarter adjustments for the FY2019-2020 budget.
MOTION CARRIED by the following votes:
Ayes: Mark McClinton, Justin Haschke, Nick Robinson, Ricky Thurman, and
Gerald Cook
Noes: Alan Nix and Brandon Huckabee
VI. MONTHLY BUDGET REPORT
Monica Harris, Director of Finance, gave the following report:
In reviewing the financial statements ending April 30, 2020, the financial indicators are as

expected.
Property Tax - We received $5K in property taxes in the month of April, resulting in a $284K or
4.78% increase over funds collected through April last fiscal year. The $6.23 million collected
through April is 97.1% of budget, which is 1% less than the prior year collections of 98.07%.
Sales Tax -We received $446K in sales tax in April, resulting in $10K or 2.17% less than the funds
collected last April. We typically collect 57% to 60% of sales tax through April, the $3.75 million
collected through April is 57% of the $6.57 million annual budget.
HOT Funds - We received $213K in revenue in the Hotel Occupancy Tax fund through April, as
compared to $247K in revenue through last April. We spent $103K in Hotel Occupancy Tax funds
through April as compared to $198K last year.
Revenue (Budgetary comparison) - The target budget for operating revenue is $16.5 million. We
received $18.6 million in revenue through April, resulting in $2.1 million over the target budget.
This is a result of property taxes, which are billed October 1st and due by January 31st, franchise
taxes, and insurance proceeds.
Expenditures (Budgetary comparison) - The target budget for operating expenditures is $12
million. We expended $10.8 million through April resulting in $1.2K under the target budget.
Revenue (Prior year comparison) - Operating revenue received last year was $17.8 million as
compared to the current year's $18.6 million, resulting in a $827 million increase due to service
charges and property taxes.
Expenditures (Prior year comparison) - Operating expenditures last year were $10.4 million as
compared to the current year's $10.8 million, resulting in a $441K increase due to wages and
benefits, training, maintenance, utilities, outside professionals, and marketing for SEDA.
New Programs - The CDBG Dodge/Lennox/Fairfax project is nearing completion. The Airport
Pump Station VFD has been purchased. The Eastside Sewer project is still progressing.
VII. Stephenville Type B Economic Development Authority Update
This item was removed from the agenda.

presented.

X. Comments by Council Members
Gerald Cook encouraged prayers for those who have been hurt or lost their lives in the past week,
and for those who are protecting citizens throughout the country.
Mark McClinton also asked that everyone continue to pray for our country.
Brandon Huckabee also asked for prayers for our country and reminded everyone to support and
love those around them.
Alan Nix commended the citizens of Stephenville for being mindful of those around them. He also
thanked city staff for their hard work.
Doug Svien recognized Police Chief Dan M. Harris for his leadership and hard work. He also
wanted to let everyone know that Congressman Roger Williams would be in town on Wednesday,
June 3 to discuss COVID-19.
XI. Adjourn
Mayor Svien adjourned the meeting at 5:48 p.m.
