HomeMy WebLinkAbout2017-06-08 - BOA Meeting Minutes MINUTES OF THE BOARD OF ADJUSTMENT OF THE CITY OF STEPHENVILLE,TEXAS HELD ON, Thursday June 8,2017-4:OOPM The regular meeting of the Board of Adjustment of the City of Stephenville was called to order by Chairperson Stephen McKethan at 4:00pm with the following members present: Chairperson:Moumin Quazi Members Present: Kerrie Wallace Vic Cogburn Stephen McKethan Brandon Huckabee(for David Baskett) Absent:David Baskett Also attending was Jeremy Allen, Interim of Director of Planning and Building Services,Shyra King, Board of Adjustment Secretary and members of the community. ITEM 1: CONSIDER FOR APPROVAL MINUTES OF THE JUNE 1.2017 MEETING. Board member Vic Cogburn made a motion to approve the minutes of the June 1, 2017 meeting. Board member Stephen McKethan seconded the motion.The motion carried by the following vote: AYES:All members present voted aye. NOES:none. ITEM II Public Hearing Case No.: V2017-007: Applicants, William and Angela Carlton, are requesting a 10 ft. Variance from the 25 ft. side yard setback requirements for a corner lot, in order to construct a single family residence to within 15 ft. of the side property line in an R-3 (Multiple Family Residential)zoned district, located at 1051 West Elm, being Lot 15, Block 4,of the Frey Second Addition to the City of Stephenville, Erath County,Texas. Jeremy Allen, Interim Director of Planning and Building Services, addressed the Board, explaining the Variance request by William and Angela Carlton that would allow the construction of a single-family residence on the property,within the current side yard setback requirements of a corner lot. Staff recommendation was no objection to the Variance request. Chairperson Moumin Quazi opened the public hearing. THOSE IN FAVOR OF THE VARIANCE REQUEST: No persons spoke on behalf of approving the requested Variance. THOSE NOT IN FAVOR OF THE VARIOUS REQUEST: No persons spoke on behalf of not approving the requested Variance. Chairperson Moumin Quazi closed the public hearing. Board member Stephen McKethan made a motion to approve the Variance request as submitted for Case No.: V2017-007 Board member Kerri Wallace seconded the motion. The motion carried by the following vote. AYES: All member present voted aye. NOES: None ITEM III: Public Hearing Case No.: V2017-008: Applicants,Julie and David Phillips, are requesting a 5 ft. Variance from the 7 ft. side yard setback requirements, and an 18 ft. Variance from the 25 ft.front yard setback requirements, in order to construct a carport to within 7 ft. of the front property line, and 2 ft. of the side property line, in an R-1 (Single Family) zoned district, located at 1779 Bingham Avenue, being Lot 25, Block 1, of the King and Braeuer Addition to the City of Stephenville, Erath County,Texas. Jeremy Allen, Interim Director of Planning and Building Services, addressed the Board, explaining the Variance request by Julie and David Phillips to allow them to construct a carport within the required front and side yard setbacks. Staff recommendation was no objection to the Variance request. Chairperson Moumin Quazi opened the public hearing. THOSE IN FAVOR OF THE VARIANCE REQUEST: Julie Phillips was present, and answered any question(s) presented. THOSE NOT IN FAVOR OF THE VARIOUS REQUEST: Shelby Slawson, owner of 101 Jason Ct., as well as Richard Winton, owner of 2305 Wisteria, spoke on behalf of not approving the requested Variance due to the absence of carports in the front yard setback currently in the neighborhood . Chairperson Moumin Quazi closed the public hearing. Board member Steven McKethan made a motion to deny the Variance request as submitted for Case No.: V2017-008 Board member Vic Cogburn seconded the motion. The motion carried by the following vote.
