MINUTES OF STEPHENVILLE PLANNING AND ZONING COMMISSION MEETING
City of Stephenville-City Council
Wednesday,September 20,5:30 P.M.
The Planning and Zoning Commission of the City of Stephenville,Texas,convened on September
20,2017,at 5:30 p.m.,in the Council Chambers at City Hall,298 West Washington Street,for the purpose
of a regular business meeting,with the meeting being open to the public and notice of said meeting,giving
the date,time,place and subject thereof, having been posted as prescribed by Chapter 551,Government
Code,Vernon's Texas Codes Annotated,was called to order by Chairman Mark Wallace,with the following
members present:

Commissioners: Richard Petronis Bill Muncey
Woodrow Horner Justin Allison
Nick Robinson Lisa LaTouche
Kerry Schindler
Metta Collier
Absent:
Others in attendance: Jeremy Allen, Interim Director of Planning and Building Services, Shyra
King, Planning and Zoning Secretary.
Call to Order. The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. on
Wednesday,September 20,2017, by Chairman Mark Wallace.
Consider approval of minutes of the July 19,2017 meeting
MOTION by Richard Petronis, second by Metta Collier, to approve the minutes of the July 19,
2017, regular meeting as written.The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None.
Public Hearing: Case No. RZ2017-003: Applicant,James Randall Thompson, is requesting a
Rezone of the property located at 203 Morgan Mill Rd., being Lot(s) 18,and 19A(PTS OF), Block
13,of the S5900 Sims Addition to the City of Stephenville, Erath County,Texas,from R-1 (Single-
Family Residential District),to B-2(Retail and Commercial Business District).
Jeremy Allen presented this matter,and the city has no objections to the Rezone of this property
located at 203 Morgan Mill Rd.The rezone fits with the 2030 Comprehensive Plan and is adjacent
to Retail and Commercial to the West.

Chairman Wallace opened a public hearing.
THOSE IN FAVOR OF THE REZONE REQUEST:
Kari Haile(Realtor)spoke on behalf of her client James Thompson,stated the use of the property
would be used as Realtor Office.
THOSE IN OPPOSITION OF THE REZONE:
No one.
Chairman Wallace closed the public hearing.
MOTION by Woodrow Horner,second by Bill Muncey,to recommend the approval of the rezoning
request for 203 Morgan Mill Rd., being Lot(s) 18,and 19A (PTS OF), Block 13, of the S5900 Sims
Addition, City of Stephenville.MOTION CARRIED.

Public Hearing: Case No. RZ2017-004: Applicant, Fernando Soto, is requesting a Rezone
of the property located at 645 N. McCart, being Lot 3-N, Block 10,of the Shapard&Collins
Addition to the City of Stephenville, Erath County,Texas,from I (Industrial District),to R-3
(Multiple-Family Residential District).
Jeremy Allen presented this matter,and the city does not have any objection to the rezone of
the property at 645 N. McCart. The proposed zoning aligns with the comprehensive plan
and similar zoning is nearby.
Chairman Wallace opened a public hearing.
THOSE IN FAVOR OF THE REZONE REQUEST_:
No one spoke on behalf of the rezone.
THOSE IN OPPOSITION OF THE REZONE:
No one spoke against the rezone.
Chairman Wallace closed the public hearing.
MOTION by Kerry Schindler, second by Richard Petronis, to recommend the approval of the
rezoning request for 645 N. McCart, being Lot 3-N, Block 10, of the Shapard & Collins
Addition,City of Stephenville. MOTION CARRIED.

Public Hearing:Case No.RZ2017-005: Applicant, Beau Mayo,is requesting a Rezone of the
property including 1381 South Hwy 108, 1491 South Hwy 108, 1000, 1010, 1062, 1146,
and 1198 Old Hico Rd., being approximately a 5.56 acres tract of land out of the John B.
Dupuy Survey A-0196, City of Stephenville, Erath County, Texas, from B-2 (Retail and
Commercial Business District),to R-3 (Multiple-Family Residential District).
Jeremy Allen presented this matter, and the rezone of the properties at 1381, 1491 South
Hwy 108 and 1000, 1010, 1062, 1146, and 1198 Old Hico Rd. is not consistent with the
comprehensive plan nor is it harmonious with current zoning. The property has been
developed commercial this past year with three commercial developments.
Chairman Wallace opened a public hearing.
THOSE IN FAVOR OF THE REZONE REQUEST:
Beau Mayo spoke in favor.
THOSE IN OPPOSITION OF THE REZONE:
No one spoke against the rezone.
Chairman Wallace closed the public hearing.
MOTION by Kerry Schindler,second by Bill Muncey,to recommend the approval of the rezoning
request of the properties at 1381, 1491 South Hwy 108 and 1000, 1010, 1062, 1146, and
1198 Old Hico Rd,City of Stephenville.MOTION CARRIED.

Adjourn:
Motion was made by Chairman Metta Collier and seconded by Commissioner Woodrow
Horner to adjourn the meeting at 6:10p.m.The vote was unanimous.
