CITY OF STEPHENVILLE,TEXAS
THURSDAY,FEBRUARY 23,2017-5:30 P.M.
The regular meeting of the Planning and Zoning Commission of the City of Stephenville was called
to order by Chairperson Janet Whitley with the following members present:
Members: Richard Petronis Janet Whitley
Lisa LaTouche Mark Wallace
Melton Horner Metta Collier
Nick Robinson Bill Muncey
Kerry Schindler Justin Allison
Absent: Richard Petronis
Also attending was Jeremy Allen, Interim Director of Planning and Building Services, Shyra King,
Planning and Zoning Secretary.
I. Consider for Approval Minutes for October 19,2016.
MOTION by Mark Wallace, second by Metta Collier, to approve the minutes. MOTION CARRIED
by unanimous vote.
11. Election of Chairman and Vice Chairman
Commissioner Justin Allison nominated Vice Chairman Mark Wallace for Chairman; seconded by
Commissioner Nick Robinson.Commissioner Lisa LaTouche nominated Chairperson Janet Whitley
for Chairperson, seconded by Commissioner Metta Collier. Vice Chairman Mark Wallace
requested a written ballot. The group agreed upon the request. The results of the election for
Chairman for the Planning and Zoning Commission was five to four in favor of Vice Chairman Mark
Wallace.
Chairman Mark Wallace nominated Commissioner Nick Robinson for Vice Chairman;seconded by
Commissioner Justin Allison. Commissioner Janet Whitley nominated Commissioner Lisa
LaTouche for Vice Chairperson; seconded by Commissioner Metta Collier. The results of the
election for Vice Chairman for the Planning and Zoning Commission was five to four in favor of
Commissioner Lisa LaTouche.
III. PUBLIC HEARING—Case No. PP20101—Consider Approval of Application for Preliminary Plat of
the Stone Gate Estates Subdivision located on FM 914(at CR 454), Stephenville, Erath County,
Texas
Jeremy Allen, Interim Director of Planning and Building Services, addressed the commission
stating the applicants are requesting approval of the preliminary plat of the Stone Gate Estates
subdivision located on FM 914(at CR 454), Stephenville, Erath County,Texas.

Staff recommends to the Planning and Zoning Commission approval of the preliminary plat of the
Stone Gate Estates subdivision located on FM 914 (at CR 454), Stephenville, Erath County,Texas.
Chairman Mark Wallace opened the public hearing.
Dee Stephens, Erath County Commissioner, spoke in favor of the action and agreed to the stated
conditions.
No one spoke in opposition of the preliminary plat.
Chairman Mark Wallace closed the public hearing.
MOITON by Janet Whitley,second by Milton Horner,to approve the preliminary plat of the Stone
Gate Estates Subdivision located on FM 914 (at CR 454) with agreed upon conditions stated.
MOTION CARRIED by unanimous vote.
IV. PUBLIC HEARING—Case No. RZ2017-01—Consider Approval of Rezoning from B-4 Private Club
to B-2 Retail and Commercial Business District, Lot 1 and Lot 3,Washington Crossing Addition,
Stephenville, Erath County,Texas.
Jeremy Allen addressed the commission stating the applicants are requesting approval to rezone
from B-4 Private Club to B-2 Retail and Commercial Business District, Lot 1 and Lot 3, Washington
Crossing Addition.
Staff recommends to the Planning and Zoning Commission approval for rezoning from B-4 Private
Club to B-2 Retail and Commercial Business District, Lot 1 and Lot 3,Washington Crossing Addition
in Stephenville, Erath County,Texas.
Chairman Mark Wallace opened the public hearing.
No one spoke in favor of the action, and no one spoke in opposition to rezoning.
Chairman Mark Wallace closed the public hearing.
MOTION by Nick Robinson, second by Lisa LaTouche, to approve rezoning from B-4 Private Club
to B-2 Retail and Commercial Business Districtthe above-described property in Stephenville, Erath
County,Texas. MOTION CARRIED by unanimous vote.
V. PUBLIC HEARING—Case No. FP2017-01—Consider Approval of Final Plat for Phase V of
Lakewood Estates Subdivision in Stephenville, Erath County,Texas.
Jeremy Allen addressed the commission stating the applicants are requesting approval of the final
plat for Phase V of Lakewood Estates Subdivision in Stephenville, Erath County,Texas.
Staff recommends to the Planning and Zoning Commission approval of the final plat for Phase V
of Lakewood Estates Subdivision in Stephenville, Erath County,Texas.

Eddie Aguilar, P.E.of Jacob and Martin, LLC spoke in favor of the approval of the revised final plat
stated above.
No one spoke against the approval of the action. Chairman Mark Wallace closed the public
hearing.
The commission had an in-depth conversation led by Commissioner Horner regarding the nearby
dam, the flood plain, and the possible impact on the addition of Lots 11, 12, 13, and 14 of the
Final Plat for Phase V of Lakewood Estates Subdivision.
MOTION by Janet Whitley, second by Bill Muncey, to approve the final plat for Phase V of
Lakewood Estates Subdivision in Stephenville, Erath County, Texas. MOTION CARRIED by the
following vote:
AYES: Commissioners Janet Whitley, Metta Collier, Nick Robinson, Bill Muncey, Kerry Schindler,
and Justin Allison voted aye.
NOES: Chairman Mark Wallace,Vice Chairman Lisa LaTouche and Commissioner Horner.
VI. PUBLIC HEARING—Case No.AX2017-1—Consider Approval of the City Of Stephenville
Annexation plan in Stephenville, Erath County,Texas.
Jeremy Allen addressed the commission regarding the City of Stephenville annexation plan.
Staff recommends to the Planning and Zoning Commission approval of the City of Stephenville
Annexation Plan.
Chairman Mark Wallace opened the public hearing.
No one spoke in favor of the action, and no one spoke against the approval of the action.
Chairman Mark Wallace closed the public hearing.
MOTION by Lisa LaTouche, second by Metta Collier, to approve the City of Stephenville
annexation plan. MOTION CARRIED by a 9-6 vote.
VII. ADJOURN
MOTION by Kerry Schindler, second by Justin Allison,to adjourn. MOTION CARRIED at 6:16 p.m.
