HomeMy WebLinkAbout12/20/2017 - P&Z Meeting Minutes MINUTES S**e • City of Stephenville TEAS Planning and Zoning Commission Wednesday, December 20, 2017 at 5:30 PM The Planning and Zoning Commission of the City of Stephenville,Texas, convened on Wednesday, December 20, 2017, at 5:30 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code,Vernon's Texas Codes Annotated, with the following members present, to wit: COMMISSION PRESENT: Place 8 Bill Muncey Place 3 Lisa LaTouche Place 5 Kerry Schindler Place 7; Chairman Mark Wallace Place 10 Justin Allison Place 9 Metta Collier Place 6 Nick Robinson COMMISSION ABSENT: Place 1 Richard Petronis Place 4 Milton Woodrow Horner OTHERS ATTENDING: I. CALL TO ORDER 1. The meeting of the Planning and Zoning Commission was called to order at 5:30p.m. on Wednesday, December 20, 2017 by Chairman Mark Wallace II. CONSIDER APPROVAL OF MINUTES NOVEMBER 15,2017 1. November 15, 2017 Minutes Moved by Lisa LaTouche, seconded by Metta Collier Motion to approve the November 15, 2017 minutes. MOTION CARRIED by unanimous vote. III. Public hearing CASE NO. RZ2017-007 1_ Applicant(s) Dong Dong Duan, and Phil Rainey, representing PRVS Holdings, LLC, are requesting a Rezone of the property located at 100 Wolfe Nursery Rd., Suite 198, from B-2 (Retail and Commercial Business District), to B-5 (Restaurant-Alcoholic Beverage Service). Moved by Lisa LaTouche, seconded by Metta Collier Jeremy Allen presented the case, stating the staff does not have any objection to the rezone of the property at 100 Wolf Nursery Rd., Suite 198. They will need to meet state requirements for serving alcohol. Allen presented the commission options for action on the rezone. Chairman Wallace opened a public hearing Those in favor of the rezone request. Mr. Dong Dong Duan the owner of the restaurant spoke in favor of the rezone request. Public Hearing: Case No. CRP2017-001 1 Applicant, Lonnie Allsup, is requesting a Replat of Lots 3, part of Lot 10 as recorded in document number 2016-02779 of the official public records of Erath County, Texas, and 6R, Block 152, of the City Addition to the City of Stephenville, Erath County, Texas, into Lot 12, Block 152, of the City Addition to the City of Stephenville, J.B. Dupuy Survey A-196, Erath County, Texas. Moved by Lisa LaTouche, seconded by Nick Robinson Chairman Wallace asked that Public Hearing Case No. RZ2017-008 in front of Public Hearing. Case No. CRP2017-001. Public Hearing. Case No. CRP2017-001 was heard following Public Hearing Case No. RZ2017-008. Jeremy Allen presented the case. Allen stated the proposed replat complies with all applicable state and local requirements and the need to pass based on the replat meeting the requirements. The staff recommends approving the proposed replat. Chairman Wallace opened a public hearing Those in favor of the rezone request. V. Public Hearing Case No. RZ2017-008 1 Applicant, Lonnie Allsup, is requesting a Rezone of the property being a part of Lot 10 as recorded in document number 2016-02779 of the official public records of Erath County, Texas, Block 152, of the City Addition to the City of Stephenville, Erath County, Texas, from I (Industrial District), to B-2 (Retail and Commercial Business District). Moved by Metta Collier, seconded by Bill Muncey Chairman Wallace asked that Public Hearing Case No. RZ2017-008 in front of Public Hearing: Case No. CRP2017-001. Public Hearing: Case No. CRP2017-001 was heard following Public Hearing Case No. RZ2017-008 . Jeremy Allen presented the case. Allen stated staff does not have any objection to the rezone of the property at 150 E. South Loop. The proposed zoning aligns with the comprehensive plan and similar zoning is nearby. He gave the commission their options for the rezone moving forward. Chairman Wallace opened a public hearing Those in favor of the rezone request. VI. Public Hearing Case No. TF2017-001 1 Consider recommending an amendment to the 2030 Comprehensive Plan, with an amendment to the Thoroughfare Plan, by changing the classifications of Christi Plaza, from a proposed minor arterial, and Lockhart Rd. from a proposed local road, to proposed collector streets. Moved by Nick Robinson, seconded by Bill Muncey Jeremy Allen presented the case to amend the thoroughfare plan. Allen stated that staff is recommending amending the thoroughfare Plan by changing the classifications of Christi Plaza, from a proposed minor arterial, and Lockhart Rd. from a proposed local road, to proposed collector streets Christi Plaza. The changes proposed should encourage development south of Washington. The minor arterial requires a 100-120 ft. Right of Way to be dedicated and built by the developer. By changing the classification to collector street the required Right of Way to be dedicated and build is 60-70 ft. The reduced ROW should be beneficial to development South of Washington. By changing the classifications of these roads will maintain access and mobility to residents, fiscal stewardship and preserve local character. VII. Public Hearing Case No. 0rd2017-002 1 Consider recommending Ordinance"Wireless Communication Facilities"to the City of Stephenville Zoning Ordinance. Moved by Bill Muncey, seconded by Nick Robinson Jeremy Allen presented the addition to the Zoning Ordinance `Wireless Communications Facilities." Allen stated On October 18, 2017 the Planning and Zoning Commission held a workshop. The commission heard from a local business that provides communication towers for transmission and from a local radio club that utilizes communication towers. Staff was asked to make changes based on the recommendations for the two guest. The proposed ordinance includes the recommended changes and is ready for a recommendation to city council after a public hearing.
